MINUTES
Week of July 24, 2000
The meeting was called to order by Chairman Richard Wojt. Commissioners Glen
Huntingford and Dan Harpole were both present.
COUNTY ADMINISTRA TORS BRIEFING SESSION: County Administrator Charles
Saddler discussed the following with the Board:
· The definition of"capital project" needs to be clarified in the draft ordinance requiring that capital
projects include an amount for the purchase of art.
· The Hood Canal Coordinating Council is applying for "non-profit" status and all the Commissioners
have been asked to attend their September 20, 2000 meeting (1:30 to 4:30 p.m. at the Silverdale
Community Center.) The Council will be requesting additional funding from the member Counties
next year.
· The Jefferson County Historical Society, explained in a recent letter that they are ready to proceed
with producing a copy of the Millennium Art exhibit for inclusion in a time capsule proposed by the
State. They asked for funding for a portion of the cost of the production of this art collection on a
CD. The Board directed the County Administrator to look into this further.
· Olympic Community Action Programs (OLYCAP) is ready to move forward with the following at
the Bayshore Motel in Brinnon: 1) a "Senior" housing project in some of the rooms; 2) a health care
facility in the south side apartment; and 3) assuming the role of facility manager.
· The Parks and Recreation Summit has tentatively been scheduled in late August 2000. The City,
County, State Parks, the Port of Port Townsend, and Schools will be invited, as well as other Parks
and Recreation organizations.
· The City has asked for a review of the 35th Street Park agreements. Charles Saddler will be working
with the City Administrator on this request.
PUBLIC COMMENT PERIOD: The following comments were made: The picture for
revenues and expenditures for the County in the next 5 years is disturbing and the question was raised
whether local government be held accountable for the implementation and enforcement of the federal 4(d)
rule to protect salmon. The Federal Government needs to provide the funding for these protections.

and Specific Other Funds: Commissioner Huntingford moved to change the hearing date from August 7 to
August 14, 2000 at 2:30 p.m. and to approve RESOLUTION NO. 67-00 setting the hearing. Commissioner
Harpole seconded the motion which carded by a unanimous vote.

HEARING re: Proposed Ordinance Establishing Procedures and Process for the Disposal of
Unclaimed Remains of Indigent Persons in Jefferson County and Establishing the Jefferson County
Indigent Remains Account: There was no one present when the Chair opened the public hearing on this
proposed ordinance to set up procedures and a process for the disposal of unclaimed remains of indigent
persons.
The Chair opened the public hearing. Hearing no comments for or against the proposed ordinance, the Chair
closed the public hearing.
Commissioner Harpole moved to approve ORDINANCE NO. 05-0724-00 as presented. Commissioner
Huntingford seconded the motion which carded by a unanimous vote.
Forest Shomer, Jefferson County Noxious Weed Control Board re: Quarterly Update: Forest
Shomer and Lige Christian from the Jefferson County Noxious Weed Control Board submitted a report
showing the work the Coordinator has been doing over the past few months. There was a weed pull a few
weeks ago for approximately 1/2 mile along Rhody Drive. The Port Townsend Garden Club will be
transplanting Rhododendrons to that area this fall. Later today there will be a meeting of people in Port
Townsend who are interested in pulling weeds at Kah Tai Lagoon. The need for Board members
representing Brinnon and the West End is still an issue that needs to be addressed.
Sarah Louvar reported that during May and June the Weed Board averaged 18 to 22 calls about weed issues.
4-H and Master Gardeners are interested in helping on weed pulls. Several other volunteers have stepped
forward to help with educational displays and newsletter mailings.
Commissioner Harpole asked if the grant the County has for roadside cleanup can be used for weed pulling?
Charles Saddler reported that he will check into the possibility of using the funds for this activity.
Forest Shomer reported that the possibility of doing an assessment to provide funding for weed control in the
County is not going to be proposed this year. The Weed Board will apply for some grant funding.
Sarah Louvar submitted a two page report of activities and a report of expenditures for the year to date. She
reported that they have done an informational mailing to homeowners about weeds in specific areas based on
the weed survey information. Calls have tripled since this informational mailing was sent out. The Board is
working with The Leader on a "Weed of the Month" article in the newspaper.
The Board met in Executive Session with the County Administrator, the Deputy Prosecuting
Attorney, and the Planning Manager from 2:30 p.m. to 3:15 p.m. regarding litigation.

The meeting was recessed at the conclusion of the scheduled business on Monday and
reconvened on Tuesday evening at the Brinnon Senior Center. All three Board members are present.
HEARING re: Proposed No Shooting Zone in Brinnon: Chairman Wojt called the hearing to
order at the scheduled time. Commissioner Harpole and Commissioner Huntingford were present. There
were five residents present. The Chair reviewed the boundaries in the proposed No Shooting Zone near
Triton Cove in Brinnon. (See attached map.)
Chairman Wojt opened the public hearing.
Jack Cedar, Brinnon, stated that he is in favor of establishing this no-shooting zone. He asked if shooting off
dynamite is prohibited in a no-shooting zone? Ken Sukert, Undersheriff, answered that shooting off
dynamite is not prohibited under this ordinance. However, it is considered "reckless endangerment"
depending on the circumstances and Mr. Cedar needs to call 911.
Diane Cedar, stated that in July of last year, neighbors were shooting all day in the woods above where she
lives. Then the people that live below them started shooting; and they were less than 100 feet away. She
showed where these people were shooting on the map and stated that there is no way they could have been
shooting onto their own property. At that time, she confronted one of the shooters and, as she was walking
away, several shots were fired. She is afraid. There aren't that many people that live in the area year
around. In the summertime, especially on the weekends, is when the shooting happens. She has a list of the
times and dates.
Richard Coone asked whose responsibility it is to post the no-shooting signs? Commissioner Huntingford
explained that the County makes the signs and the petitioners have to put them up. He noted that there is
already a Brinnon No-Shoot Zone and if this proposed no-shooting zone is approved, the zone would need to
be renamed, possibly Triton Cove No-Shooting Zone, to distinguish between the two.
Hearing no further comments, the Chair closed the public testimony portion of the hearing.
Commissioner Huntingford stated that he has some concerns about the boundaries. It is important that the
boundaries are clear to everyone, especially law enforcement. He said the County line is not physically
marked through the woods. Landmarks and roads work better as boundaries. He said that he wants to do a
site visit of the boundaries.
Commissioner Harpole asked that a decision on this item be put on the Board's August 14 agenda. He said
that there is no argument that something needs to be done; but the boundaries need to be well defined for the
Sheriff's Office.

Commissioner Harpole moved that the County Administrator work with the Sheriff's Office to review the
boundaries regarding the proposed Brinnon (Triton Cove) No-shoot Zone and bring it back to the Board of
the Commissioners on August 14. Commissioner Huntingford seconded the motion which carried by a
unanimous vote
