MINUTES
Week of August 14, 2000
The meeting was called to order by Chairman Wojt. Commissioners Dan Harpole
and Glen Huntingford were both present.
COUNTY ADMINISTRATORS BRIEFING SESSION: County Administrator Charles
Saddler reported:
· The Washington City/County Management Association will be meeting in Port Ludlow this week,
with a theme of"Life after 1-695."
· He attended a meeting of the North Olympic Legislative Group that oversees WRIAs 16, 17 and 21,
last week. This group has asked the representatives from their respective counties to be ready to
vote on a motion at the September meeting which would request that the two dams on the Elwha be
torn down simultaneously. Congress has decided to tear down the two dams, but not at the same
time. The Clallam County representative brought the recommendation forward. Chairman Wojt
noted that there is debate on whether removing both at once is better because it will allow only one
flushing instead of two. He would be in favor of this proposal. Natural Resource Policy Analyst
Caryn Woodhouse noted that the majority of the important habitat is upstream from the dams.
Parks Service studies indicate that the most economical way to do this is to remove both at the same
time. Commissioner Huntingford said that he isn't necessarily opposed, but would like to see a
determination made by scientific experts on the best procedure for removing the dams.
Commissioner Harpole stated that he doesn't know enough about this issue to make a
recommendation. Caryn Woodhouse added that the dam removal will change the mouth of the
fiver. Chairman Wojt noted that the federal government purchased the two dams and he doesn't feel
the issue is political. Charles Saddler asked if, baring any specific scientific recommendation, the
Board would like to abstain from the vote on this issue? The Board agreed with this strategy.

PUBLIC COMMENT PERIOD: The following comments were made: Why was the
Irondale sign taken down? (Board members weren't aware that it had been taken down.) Is the UGA
Newsletter available? (Charles Saddler advised that it will be available soon. It is currently being reviewed
by DCD staff.) Is the UDC draft available? (The draft UDC is scheduled to be released on September 6,
2000.) Can the PUD sidestep the public petition process for taking over a water system by going directly to
the County? (The Board indicated that the County has not agreed to anything regarding the PUD's interest
in water systems.)
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Harpole
moved to approve all of the items on the Consent Agenda with the change to the title of Item #1 to read
"Supporting the Proposal (Proposition #l) to Increase Additional Sales and Use Taxes for Public
Transportation in Jefferson County. "Commissioner Huntingford seconded the motion which carried by a
unanimous vote.

Sales and Use Taxes for Public Transportation in Jefferson County
2. AGREEMENT re: Professional Services for Substance Abuse Assessment, Outreach, and

Advisory Board; Term Expires February 9, 2002; Sherry Kimbrough

HEALTH & HUMAN SERVICES
Larry Fay, Director of Environmental Health re: Water Resource Inventory Area (WRIA)
17 Planning and Professional Services Agreetnent for WRIA 17 Planning Unit with Triangle &
Associates: Larry Fay reported that this agreement will allow the use of facilitators for the Planning Unit
meetings later this fall. The draft assessment will be completed in September, with the final to be issued in
October. After the final assessment is complete a priority will be set for funding. The contract will cover
facilitation of a retreat, as well as a few meetings to finalize the integrated report.
Commissioner Huntingford moved to approve the agreement as submitted. Commissioner Harpole
seconded the motion which carried by a unanimous vote.

From 10:30 a.m. to 12:00 p.m. the Board met in Executive Session with the County Administrator
and the Deputy County Administrator regarding personnel issues.
HEARING re: CDBG Grant Application for up to $750,000; Proposed Housing
Preservation Program to provide financial and technical assistance to low income families in Jefferson
County: Carolyn Sparkman from Olympic Community Action Programs explained that this grant
application is to provide assistance for housing improvements for moderate to low income families in the
unincorporated area of Jefferson County. The municipal jurisdiction must apply for this grant funding. The
housing rehabilitation program has two goals: 1) to help homeowners (low to moderate income) with any
kind of home repair, and 2) to preserve housing, which can include the addition of handicapped access.
Commissioner Huntingford asked what help OlyCAP will need from the County? Carolyn Sparkman
answered that the help needed will be administration of the grant with the grant funding passing through
the County to OlyCAP. The grant application is due November 16, 2000 and the grants will be awarded
next April. Commissioner Huntingford suggested that the Auditor's Office be contacted about the grant
administration.
Charles Saddler stated that this type of program is needed in the County. He has a few concerns. Since the
County will be acting as fiscal agent for the grant, there should be an amount set aside to cover the
payment of bills between the time the bill is submitted and the reimbursement is made from the grant
(float,) and a 6% administrative fee for the County needs to be included. He asked if this funding is for the
unincorporated County only? Carolyn Sparkman reported that the funds can be used anywhere within
unincorporated areas of the County. Charles Saddler stated that utilizing the existing staff at OlyCAP to do
the paperwork on the orders makes good sense, but he asked that there be an "application intake" position
in Jefferson County since traveling to Port Angeles to submit an application may be a hardship on the
applicants.
The Chair opened the hearing.
Karen Bednarski, 61 South Rhododendron, Port Townsend, asked how long the grant continues? Carolyn
Sparkman answered that this type of grant is generally for a two year period.
Hearing no further comments for or against the proposed grant application, the Chair closed the public
testimony portion of the hearing.
Commissioner Harpole moved to support the CDBG Grant application as submitted. Commissioner
Huntingford seconded motion which carried by a unanimous vote.

Proposed Brinnon (Triton Cove) No Shooting Zone: (See also Minutes of July 24, 2000)
Chairman Wojt stated that the southern boundary of this proposed no shooting zone is not a physical
boundary, but there is a clear cut in the area which makes it identifiable. Commissioner Huntingford added
that he feels the issue is whether the power lines are included in the zone. The petitioners want the
boundary to include the property under the power lines, which may not be the case in the other Brinnon No
Shooting Zone, where people are probably allowed to hunt along the power line.
Commissioner Harpole noted that there are houses in the area near the power lines of this proposed zone.
The Brinnon Zone doesn't have any houses in that area. He feels that if the Sheriff's Office is comfortable
with the boundary, since they are the ones that have to carry out the enforcement, then he is comfortable
with the boundary. The issue is people coming to the area to visit. There are only a few weeks until the
long "Labor Day" weekend and, if this Zone could be established today, the petitioners may be able to get
the signs made and posted before then.
Commissioner Huntingford moved to approve ORDINANCE NO. 07-0814-00 establishing a No Shooting
Zone in the Brinnon area to be known as the Triton Cove No Shooting Zone as petitioned. Commissioner
Harpole seconded the motion and suggested that the County Administrator contact the Public Works
Department in hope of expediting the sign making process. The motion carded by a unanimous vote.
HEARING re: Proposed Budget Appropriations and Extensions; Various County
Departments and Specific Other Funds: Commissioner Harpole reported that the majority of the requests
have to do with the increases due to the Union contract with the exception of the requests from Juvenile
Services and the Deptartment of Community Development. Commissioner Huntingford asked the total
amount of the Union contract pay increases? Auditor Donna Eldridge reported that $121,492.70 is for
wage increases and there is an additional amount of approximately $97,000 for the increase in the cost of
health benefits for all the bargaining units.
Deputy County Administrator David Goldsmith reported that the impact is partially due to 1999 wages that
were frozen in the 2000 budget. There were no step increases or COLA adjustments for UFCW employees
because the contract was being negotiated. An increase in the cost of the health care benefits was
anticipated in January, but there was another increase in July.
Chairman Wojt opened the public hearing.
Hearing no testimony for or against the proposed budget appropriations/extensions, the Chair closed the
public hearing.

Commissioner Harpole asked if the difference between the amount that was set aside in the 2000 budget
process for negotiations, and the amount that was approved will be taken out of the health care benefit
rebate the County received? David Goldsmith advised that is correct. The funding requested for
preparation of the UDC will be taken from the amount returned to the County by the State for 1-695.
Commissioner Harpole moved to approve RESOLUTION NO. 73-00 ordering the budget
appropriations/extensions as presented. Commissioner Huntingford seconded the motion. He added that
this may be an appropriate use of the money saved on the cost of health care benefits, but it will make it
difficult to balance the budget in the next few years. The motion carried by a unanimous vote.
