Commissioners Dan Harpole and Glen Huntingford were both present. APPROVAL OFMINUTES: Commissioner Huntingford moved to approve the minutes of August 7 and 14, 2000 as submitted. Commissioner Harpole seconded the motion that carded by a unanimous vote. COUNTY ADMINISTRA TORS BRIEFING SESSION: County Administrator Charles Saddler reported: · Community Development Director A1 Scalf and Planning Manger Warren Hart will meet with the Board at 3:45 p.m. to discuss the UGA newsletter. · He attended a conference of the Washington City/County Management Association in Port Ludlow last week. There were several good sessions on current and future issues facing local governments. He met with the Noxious Weed Control Board and the Marine Resources Committee last week. He added that currently there are 15 County advisory boards that receive staffing assistance from several departments. He will be working on an MOU for the advisory boards to identify and detail expectations. He has been reviewing alternatives for filling the position of Natural Resource Policy Analyst on a temporary basis. A tour has been arranged of a horse logging operation on Indian Island for the Board and other interested parties. This Friday there will be a Judicial Candidates Forum at the Port Townsend Community Center. He distributed a printed update from the Issue Manager program. This update will be provided weekly to the Board in their Agenda packets. Page 1 Commissioners Meeting Minutes: Week of August 21, 2000 Reappointments to the Board of Health: Charles Saddler reported that the terms of two Board of Health members are due to expire on August 26, 2000. These positions represent the Hospital District and the "Citizen at Large" position. The members who hold the current positions have submitted a letter of interest to be reappointed. He asked if the Board wants to advertise for these positions? The Board concurred that the current BOH members are doing a good job. Commissioner Huntingford moved to reappoint Jill Buhler as the Hospital District representative and Roberta Frizzell as the "Citizen at Large" to each serve another term on the Jefferson County Board of Health. Commissioner Harpole seconded the motion which carried by a unanimous vote. PUBLIC COMMENT PERIOD: The following comments were made: The County approved a plat redesignation and an installed septic system and now Lot 5 of this plat has been denied a building permit, and Lot 4 may also be denied, because staff has indicated these lots are in a "natural area." There has been a variance hearing with the Hearing Examiner and the appellant Hearing Examiner who referred the matter back to the Hearing Examiner. The "natural area" on the property does not meet the criteria for a natural area. (Commissioner Huntingford advised that the Board needs background information on this issue and a determination needs to be made about the next steps if the two Hearing Examiners don't make a decision;) is the UGA newsletter ready to be distributed? (The Board answered that they will be reviewing the latest draft at 3:45p. m. this afternoon;) who has authority over the Prosecuting Attorney and the Sheriff?. (The Board advised that these two offices have independently elected officials, but the Board does have control over their budgets;) a problem with an arrest and medical assistance at the jail was relayed to the Board; and a report of a property owner blocking a public right-of- way on Cub Bear Road. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Harpole moved to approve all of the items on the Consent Agenda as submitted. Commissioner Huntingford seconded the motion which carried by a unanimous vote. 1. Commissioner Huntingford seconded the motion which carried by a unanimous vote. LATER IN THE DAY: After reviewing the Public Works Department's recommendation for bid award, Commissioner Huntingford moved to award the bid for the purchase of an articulated front end loader to the low bidder, Western Power & Equipment, as recommended. Commissioner Harpole seconded the motion which carded by a unanimous vote. Commissioner Huntingford seconded the motion which carded by a unanimous vote. LATER IN THE DAY: After reviewing the Public Works Department's recommendation for bid award,. Commissioner Huntingford moved to award the bid for the purchase of an asphalt paver to the low bidder, Clyde West, as recommended. Commissioner Harpole seconded the motion which carded by a unanimous vote. The Board met in EXECUTIVE SESSION from 10:30 to 11:00 a.m. with the County Administrator and the Prosecuting Attorney regarding actual litigation and from 11:00 to 11:30 a.m. with the County Administrator and Deputy County Administrator regarding a personnel matter. HEARING re: Intent to Sell Surplus County Property: Treasurer Judi Morris reported that the Public Works Department has several items of equipment they want to declare surplus and sell. The Chair opened the public testimony portion of the hearing. No one spoke for or against declaring this property surplus and setting a sale date. The Chair closed the public hearing. Commissioner Harpole moved to declare the listed items as surplus and set the sale for October 21, 2000 by Stokes Auction. Commissioner Huntingford seconded the motion which carried by a unanimous vote. Letter to Bill Cole, CDBG Project Manager re; CDBG Grant Award for Community Child and Family Resource Center: Commissioner Harpole moved to sign letter to the CDBG Grant Project Manager regarding the award for the Community Child and Family Resource Center Grant. Commissioner Huntingford seconded the motion which carried by a unanimous vote. HEARING re: Interim Controls Ordinance (ICO) Extension: Planning Manager Warren Hart reported that this hearing is for the extension of the ICO for an additional 6 months from August 7, 2000. The findings of fact include a new item stating that the UDC will be adopted by December 2000. The Chair opened the hearing for public testimony. Page 4 Commissioners Meeting Minutes: Week of August 21, 2000 John Boulton, stated that he doesn't know a lot about this subject. He does have an issue with the Comprehensive Plan Land Use Map and the designation of his property. He asked if there is anything that can be done before the UDC is adopted? He would like to do something to resolve this issue for his family. Commissioner Huntingford suggested that Mr. Boulton outline what he wants to do with this property through a will. Warren Hart noted that a "testamentary" provision can be done, but it doesn't relieve the property owner of complying with the underlying zoning regulations on the property. Hearing no further comments for or against the extension of the ICO, the Chair closed the hearing. Commissioner Harpole moved to uphold the extension of the ICO for an additional 6 months. Commissioner Huntingford seconded the motion which carded by a unanimous vote. The Board met in a workshop with the Jefferson County Parks Advisory Board and then met with the Director and Planning Manager from the Department of Community Development to review the draft of the UGA newsletter.
