Statement of Issue:
Award of Contract to Interwest Construction, Inc. of Burlington, Washington for their bid
amount of $987,654.32 for the Olympic Discovery Trail Project, South Discovery Bay, Segment
A- Phase 1 Et 2.
Analysis/Strategic Goals/Pro's £t Con's:
Public Works has completed checking the bids, and investigating the qualification of the
lowest bidder for the above reference project. Public Works recommends award of the
contract to Interwest Construction, Inc for their bid amount of $987,654.32.
Fiscal Impact/Cost Benefit Analysis:
Construction of this project has funding from RCO under project #12-1250C with matching
funds previously identified.
Recommendation:
Public Works recommends that the Board authorize Award of Contract to Interwest
Construction, Inc. and return the original of the enclosed memo to Public Works for further
processing.

Subject: Award of Contract
• The Call for Bids was issued by the Board of County Commissioners on January 17, 2017.
• Due notice of the Call for Bids was given as required by law. Notice to Contractors was published in the
Port Townsend Leader on February 1 and 8, 2017, The Daily Journal of Commerce February 1 and 8,
2017, and the Peninsula Daily News on February 3 and 8, 2017.
• Four sealed bids were received and opened in public on March 6, 2017 at 10:15 am in the Commissioner's
Chambers.
• The Public Works Department has completed checking the bids and has investigated the qualifications of
the lowest bidder.
• The bid tabulation is attached for reference.
The Public Works Department recommends that the construction contract be awarded to the lowest responsive
bidder.
