HomeMy WebLinkAbout032017_ca05Consent Agenda JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS To: Board of County Commissioners Philip Morley, County Administrator From: Patty Charnas, DCD Director Date: March 20, 2017 Subject: Planning Commission District 1, 2, and 3 temporary re -appointments STATEMENT OF ISSUE: The nine -member Jefferson County Planning Commission has three positions that will expire on March 17, 2017. They are Cynthia Koan of District 1, Matt Sircely of District 2, and Richard Hull of District 3. The Department of Community Development (DCD) recommends that these three members be reappointed for limited terms until the required open recruitment process is fulfilled. ANALYSIS The Planning Commission by-laws specify that any vacancy must be advertised twice in the County's paper of record to allow any member of the public to apply. DCD placed ads in the County's paper of record and posted an announcement on the DCD web page about the process to apply for appointment to the Planning Commission. DCD has similarly contacted each of the Planning Commission members whose terms are expiring on March 17, 2017, and informed them of the process to apply for reappointment should they be so interested. The process to both apply and/or reapply uses the same volunteer application form. At the time of this writing, one Planning Commission member whose term is expiring and two individual citizens have submitted paperwork indicating their interest in being reappointed or appointed, respectively. If the Planning Commission members terms were allowed to expire without any action by the Board to appoint or reappoint, the Planning Commission would become and remain under -represented. So that sufficient time is provided for applications to be submitted and processed and so that we may provide for continued Planning Commission work until such a time that the Board takes formal action, it is requested that the Board reappoint Ms. Koan, Mr. Sircely, and Mr. Hull to limited terms not to exceed June 30, 2017. FISCAL IMPACT/COST-BENEFIT ANALYSIS: There is no fiscal impact to the County's General Fund for re -appointing of members to serve on the Planning Commission (PC). There are minor costs for DCD to advertise the positions. The 2017 DCD and PC Budgets are based on nine (9) PC members and these appointees would serve as part of the group. RECOMMENDATION: Reappoint all three Planning Commission member representatives to limited terms not to exceed June 30, 2017, or until new members are duly appointed.
