Request to appoint Rob Harbour to second 4 -year term on the
Conservation Futures Citizen Oversight Committee to fill a vacant
open interest seat
STATEMENT OF ISSUE:
Conservation Futures Citizen Oversight Committee (CF Committee) Members Lorna Smith and David
Wilkinson, together with Stuart Whitford and Tami Pokorny, recommend that the BoCC appoint Rob
Harbour (term expires on March 18) to fill an open interest seat.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
A vacancy on the CF Committee was advertised in the The Leader on February 15, 2017. Mr. Harbour
and one other applicant expressed interest by the March 31 deadline.
Mr. Harbour has served very admirably on the CF Committee, including as Chair and Vice Chair. He has
a wealth of knowledge of committee process and land conservation from his experience as a planner for
Island County, a member of the Whidbey Island Land Trust Board of Directors, manager of Ebey's
Landing National Historic Reserve, and a planning director for the Town of Coupeville.
While serving on the CF Committee in the capacity of an open interest, Mr. Harbour has represented
"Working Lands." He's demonstrated great skill at navigating complex topics and synthesizing
discussion. He's also taken the initiative to lead or participate in "extra" work such as the annual review of
program materials through the subcommittee process. The interview committee recommends him for
reappointment with enthusiasm and without reservation whatsoever and noted that they would greatly
miss his participation and insights if he were not reappointed.
The interview committee also had the pleasure of interviewing a very well-qualified second candidate
whom they hope will apply again in the future.
FISCAL IlVIPACT/COST BENEFIT ANALYSIS:
There is no fiscal impact to the county's General Fund for appointing Mr. Harbour to serve on the CF
Committee.
