Fort Worden—ACE-IT
ACHIEVING COMMUNITY EMPLOYMENT IN TRANSITION
The Parties to this Memorandum of Understanding (MOU) include Fort Worden Public
Development Authority (the PDA), Port Townsend School District (the District) on behalf
of the District and its Contracted Employment Vendor Agency, and Jefferson County
Public Health Developmental Disabilities (the County).
I. Purpose:
This MOU specifies the roles and responsibilities of the Parties .:is they work in
partnership to increase training and employment opportunities for persons with
disabilities. The Parties to this MOU will collaborate and cooperate to create a High
School Transition Program called "Achieving Community Employment in Transition"
(ACE -IT) at Fort Worden and elsewhere for students with developmental disabilities.
ACE -IT is intended to foster and facilitate the acquisition of skills for future integrated
competitive employment. Internships and jobs with Fort Worden employers and other
local businesses will be considered for qualified participating students.
II. Roles and Responsibilities:
The Parties agree to the following roles and responsibilities.
MOU - ACE -IT 2016-2017
A. Fort Worden PDA will:
❑ Provide a work space for ACE -IT with Wi-Fi access. Meeting spaces for regular
training will be booked using existing Fort protocol for shared spaces or a regular
space will be designated for ACE -IT.
❑ Provide a Business Liaison that is available to assist with internship and job site
development, introduce ACE -IT Transition Specialist to Fort Worden PDA staff,
market the program internally, evaluate program progress, and work with the
Instructor to reinforce workplace rules.
❑ Provide a minimum of four (4) intern work sites and a point of contact at each site
for the purpose of teaching competitive, marketable skills to the program
participants. Facilitate job description of those sites for the ACE -IT Transition
Specialist.
❑ Provide direction, feedback and evaluation to students during their internship
rotations using an evaluation form provided by the Employment Specialist.
❑ Provide access to meeting space for ACE -IT Graduation, occasional Open
House and other stakeholder events.
❑ Participate in the Partnership Committee (meetings with the Business Liaison
from Fort Worden, ACE -IT Transition Specialist, County Coordinator, the
District's Special Ed Director and Special Ed Teacher) to evaluate program
progress, report outcomes, and work toward continuous improvement.
❑ Provide access to hiring opportunities if a student from ACE -IT is appropriate for
an internal job opening.
B. Port Townsend School District will:
❑ Identify, contract with, fund, and monitor the Employment Vendor Agency that will
provide project oversight, on-the-job training and project development. Interview
and have the final decision on the Transition Specialist for the ACE -IT.
❑ Manage funding for eligible students that are participating in ACE -IT.
❑ Provide a Special Education Teacher with transition experience to coordinate the
students' Individualized Education Programs and to interface with the ACE -IT
Transition Specialist and students once a month, (for an hour) during the school
year.
❑ Facilitate student recruitment activities.
❑ Establish student eligibility guidelines and select students for ACE -IT.

❑ Implement needed adaptations and accommodations that are reasonable and
feasible.
❑ Assist the Transition Specialist to support participating students to prepare for an
interview, by developing a paper or video resume and providing mock interview
experience, in preparation for students to meet with employers of volunteer and
paid sites at Fort Worden.
❑ Facilitate eligibility with Developmental Disabilities Administration, (DDA) and
with the Division of Vocational Rehabilitation (DVR) for each student to allow for
career counseling, job coaching and job development.
❑ Provide related services to meet individual student needs if necessary, such as
Interpreter service, Speech or Occupational Therapy, travel training, etc.
❑ Participate in the Partnership Committee (meetings with the Business Liaison
from Fort Worden, ACE -IT Transition Specialist, County Coordinator, the
District's Special Ed Director and Special Ed Teacher) to evaluate program
progress, report outcomes, work toward continuous improvement.
❑ Collaborate with the Transition Specialist to coordinate regular student meetings
with the Employment Agency, Parents, DVR and DDA to discuss and evaluate
student progress.
❑ Assist with public relation activities in partnership with other team members when
promoting Fort Worden PDA and ACE -IT at School Board Meetings, DD Advisory
Board Meetings and other Community Presentations.
❑ Communicate with the COUNTY for needed technical assistance and other
issues related to model integrity.
C. The District, through its Contracted Employment Vendor Agency will:
❑ Work with participating PDA Departments to identify volunteer internship work
site opportunities for individuals with disabilities, perform job analyses and
assess and coordinate accommodation needs.
❑ Assist the District's Special Ed Teacher to facilitate eligibility with Developmental
Disabilities Administration (DDA) and with the Division of Vocational
Rehabilitation (DVR) for each student to allow for career counseling, job
coaching and job development.
❑ Work with the Division of Vocational Rehabilitation to assist with obtaining
adaptations and accommodations as necessary, and to help secure funding for
job coaching and job development.

❑ Assist the Special Education Teacher or Director to develop a transition
curriculum and instructional materials that encompass employability skills,
functional academics, transition, job development and job readiness.
❑ Assist the Special Education Teacher to support participating students to prepare
for an interview by developing a paper or video resume and providing mock
interview experience, in preparation for students to meet with employers of
volunteer and paid sites at Fort Worden.
❑ Work with students to develop a Job Search Notebook to include an employment
resume (paper or video), cover letter, job search tracking tool with detailed action
steps/timelines, business card holder and employer letters of recommendations
that will serve as a transition tool towards Adult Employment Services.
❑ Work with students on internship sites at Fort Worden PDA or other local
businesses. Provide internal job development for paid positions: examine existing
open positions within teams and determine their applicability for ACE -IT students;
determine high turnover, entry level support positions, or other applicable
positions for proactive cost analysis and job development, and recommend
customized positions to the Fort Worden PDA.
❑ Collect data on student outcomes including productivity levels, hours worked per
week, jobs, (wages, and benefits received if applicable) and share with partners
when appropriate.
❑ Develop a cost analysis showing financial savings for each position created
under the Fort Worden PDA and provide a copy for each supervisor and
employee personnel file (updated every year).
❑ Train students on business model tracking and reporting tools to strengthen
direct relationship with employers.
❑ Assist with program organization, planning, travel training, and internship site
planning.
❑ Coordinate regular student meetings with Parents, Special Education Teacher of
Record, Developmental Disabilities Administration case manager and Division of
Vocational Rehabilitation counselor to discuss and evaluate student progress.
❑ Provide expertise in adaptations and accommodations, and implement as
necessary.
❑ Assist with education and training to Fort Worden PDA employees regarding
supporting people with disabilities in the workplace as necessary, including
training students to provide this information directly when possible.

Special Ed Director and Special Ed Teacher) to evaluate program progress,
report outcomes, work toward continuous improvement.
EJ Assist with public relation activities in partnership with other team members when
promoting Fort Worden PDA and ACE -IT at School Board Meetings, DD Advisory
Board Meetings and other Community Presentations. This includes the
development of ACE -IT PR materials.
❑ Communicate with the COUNTY for needed technical assistance and other
issues related to model integrity.
D. Jefferson County Public Health, the Developmental Disabilities Program will:
Assist with public relation activities in partnership with other team members when
promoting Fort Worden PDA and ACE -IT at DD Advisory Board Meetings, School
Board Meetings and other Community Presentations.
Participate in the Partnership Committee (meetings with the Business Liaison
from Fort Worden, ACE -IT Transition Specialist, County Coordinator, the
District's Special Ed Director and Special Ed Teacher) to evaluate program
progress, report outcomes, work toward continuous improvement.
Provide technical assistance and other issues related to model integrity.
111. Measurable Objectives:
All Parties will work collaboratively to:
• Provide 3 intern opportunities each for a minimum of four (4) student participants
with developmental disabilities for the 2016-2017 school year. All internship sites
will teach marketable, competitive skills which can transfer to jobs in the community.
• Work with internal teams to identify possible employment opportunities to students
who complete internships and demonstrate competitive skill.
• Provide support necessary to maximize success of the program participants.
• Publicize the collaboration and program activities with a minimum of two written
materials and two public presentations in partnership with the team.

IV. Period of MOU:
The effective date of this MOU will be August 29, 2016 through September 1, 2017.
This MOU can be modified or extended by written agreement executed by all parties.
V. Indemnification
Each one party to this MOU shall indemnify, defend and hold harmless the other
parties, their officers, agents and employees, from and against any and all claims,
lawsuits, demands for money damages, losses or liability, or any portion thereof,
including attorney's fees and costs, arising from any injury to person or persons
(including the death or injury of any party to this MOU or damage to personal property) if
said injury or damage was caused by the negligent acts or omissions of the one party.
In the event of concurrent liability of two or more parties, each of those parties shall be
held responsible and provide defense in proportion to their respective liability.
VI. Insurance
Upon request each party to this MOU shall provide a Certificate of Insurance evidencing
Commercial General Liability coverage written on an occurrence basis with limits no
less than $1,000,000 combined single limit per occurrence for personal injury, bodily
injury and property damage. Each party reserves the right to receive a certified copy of
all required insurance policies.
Each party shall include all its contractors performing services under this MOU as
insured under its insurance policies or shall furnish separate certificates and
endorsements for each contractor. All insurance provisions for contractors shall be
subject to all of the requirements stated herein.
Failure of any party to take out and/or maintain any required liability coverage shall not
relieve that party from any liability under the MOU, nor shall the insurance requirements
be construed to conflict with or otherwise limit the obligations concerning
indemnification.
It is agreed by the parties that insurers shall have no right of recovery or subrogation
against the other parties (including employees and other agents and agencies), it being
the intention of the parties that the insurance policies so affected shall protect the
parties and be primary coverage for any and all losses covered by the above described
insurance. It is further agreed by the parties that insurance companies issuing the
policy or policies shall have no recourse against the other parties (including employees
and other agents and agencies) for payment of any premiums or for assessments under
any form of policy. It is further agreed by the parties that any and all deductibles in the
above described insurance policies shall be assumed by and be at the sole risk of that
party.

VII. Termination
Any party may terminate this MOU for any reason with at least sixty (60) days written
notice, such notice to termination shall not be effective until completion of said
semester. Any party may terminate this MOU at any time if the other party/parties
default in any of its material obligations hereunder, but only if such defaults shall have
continued for a period of ten (10) days after the receipt of a written notice thereof from
the other party/parties.
VIII. Discrimination
No party shall discriminate or permit discrimination against any person or group of
persons on the basis of age, sex, marital status, sexual orientation, race, creed, color,
national origin, honorably discharged veteran or military status, or the presence of any
sensory, mental, or physical disability or the use of a trained dog guide or service
animal by a person with a disability, unless based upon a bona fide occupational
qualification in the selection and retention of employees, materials, supplies, contractors
or subcontractors. All parties shall comply with the Americans with Disabilities Act and
all regulations interpreting or enforcing such Act.
IX. Relationshia of Parties:
No agent or employee of either party shall be deemed an agent or employee of the
other party. Each party will be solely and entirely responsible for the acts of its agents,
subcontractors, or employees.
This MOU is executed for the benefit of the Parties and the public generally. It is not
intended nor may it be construed to create any third party beneficiaries.
Nothing herein shall create or be deemed to create any relationship of agency, joint
venture or partnership between parties to this MOU. Neither shall any party have the
power to bind or obligate the other in any manner except as expressly provided in this
MOU.
MOU - ACE -IT 2016-2017
This MOU together with attachments or addenda represents the entire and integrated
agreement between the County and the said parties and supersedes all prior
negotiations, representations, or agreements written or oral between the parties. This
MOU may be amended only by written instrument signed by both County and parties.

ANALYSIS/ STRATEGIC GOALS/PRO'S and CON'S:
This MOU establishes a relationship between Fort Worden, PTSD, Skookum, and JCPH. The parties agree to
collaborate and cooperate to create a high school transition program for students with developmental
disabilities. The program's goal is to foster and facilitate skills acquisition for future integrated, competitive
employment. Roles and responsibilities of the parties entering the agreement are set forth with this MOU.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no fiscal impact. This is a memorandum of understanding that carries no fund's exchange.

I had suggested the 9/1/17 date getting through this school year until just before the next — simply as an idea. If you
