Approval of October 27, 2016 minutes: Lisa moved and Chris seconded, motion carried. Correspondence: None Business: #2 Introduction of George Puopolo. George will be replacing Dennis Bates when he retires the end of April. #1 Membership Update: Jerry reported the SWAC has a full board. Carol Cummins is representing District #1. Glenn Gately is representing Agriculture and Conservation for the JC Conservation District. A listing of current and past SWAC members was sent to board members via email. A current list of members is available via the County web site under SWAC Notebook. Jerry noted several errors that have been corrected by the BOCC office. #3 Status of the 2016 Final SWMP: Tom reported the City of Port Townsend and the Jefferson County Board of Commissioners have accepted the SWMP. The SWMP was sent to DOE for the final review to be done within 45 days. #4 Briefing from Tom Boatman: a. Impact to the JC SWMP with the 2015-2016 Washington Statewide Waste Characterization Study. Discussed the organic waste for Jefferson County versus the State statistics. b. Washington State House Bill H-0538.2/17 (HB1047): Creating a system for safe and secure collection and disposal of unwanted medications. SWAC unanimously would like a letter from the BOCC Board in support of this bill. Kathleen is attending a Three (3) County Opioid Summit on Monday. She would like information by 9:00 AM on Monday. Tom will draft a letter for the SWAC to approve sending to the BOCC for their next meeting on February 6th. Action that can be taken by the community: contact your legislators about this bill. On the Legislators website is a Bill Tracker with the status of all bills. Tom will be in contact with the WSAC lobbyist about tracking and updating the SWAC on this bill. c. Anticipated CPG fund cuts, 2017-2019, Governor’s Budget: CPG funding has been cut by 1/3rd in the proposed State Budget. Laura Tucker’s education budget was cut 2 years ago. Recently, there appears to be a decline in recycling since educational outreach has been cut back. Plastic has stayed about the same. Glass has gone down. Laura talked about restructuring her time to make the most of the limited funding. Question: is there any indication that the legislature wants to cut the CPG funding. Discussion followed about single stream and separated recycling. Handout with the average weights of recycling with and without glass. Information from Alyssa; where the recyclables go and the back hall of cardboard with the mill. #5 SWAC Decision Matrix Discussion. Tabled from October meeting. The process to determine parameters and mathematically weight. Walked through the process. Rated three areas using the Triple Bottom Line, comparing to the SWMP rating. Jerry tabulated on a spreadsheet. Discussion on rating process. “Kick out” column for items too low to consider. Jerry will bring another example to the next meeting.
