Subject: Call for bids, Teal Lake Road Overlay MP 0.01 to MP 0.54, Project
No. 18020270, County Road No. 505309
Statement of Issue: The Board is asked to approve the Call for Bids for the Teal Lake
Road Overlay MP 0.01 to MP 0.54, Project No. 18020270, County Road No. 505309.
Analysis/Strategic Goals/Pro's Et Con's: The primary impetus for this project is to
correct a chip seal surface which showed extensive ravelling during the winter of
2016/17. The project includes Hot Mix Asphalt overlay of Teal Lake Road between
mile post 0.01 and 0.54. It also includes planing bituminous pavement, raising catch
basin and utility covers, paving road approaches, and installing an asphalt wedge curb
and traffic lane markings.
Fiscal Impact/Cost Benefit Analysis: The Engineers estimate is $196,900.
Construction will be funded at 100% by the County Road Fund.
Recommendation: The Board is requested to sign the Call for Bids, and return to
Public Works.

CALL FOR BIDS
Teal Lake Road Overlay MP 0 01 to MP 0 54
County Project No 18020270
Notice is hereby given that the Board of County Commissioners of Jefferson County State of
Washington will receive sealed bids up until the hour of 9 30 a m on April 24 2017 at the Office
of the County Commissioners basement level of the Jefferson County Courthouse 1820 Jefferson
Street P O Box 1220 Port Townsend Washington 98368 for construction of Teal Lake Road
Overlay MP 0 01 to MP 0 54 County Project No 18020270 Sealed bids will be opened and read
publicly at 10 15 am or shortly thereafter on the same day in the Jefferson County
Commissioners Chambers basement level of the Jefferson County Courthouse
This contract provides for the improvement of Teal Lake Road from M P 0 01 to 0 54 by planing
bituminous pavement placing a Hot Mix Asphalt overlay an asphalt wedge curb paint line
adjusting catch basin and utility covers providing temporary traffic control and other work all in
accordance with the attached Contract Plans these Contract Provisions and the Standard
Specifications The Engineers Estimate is $196 900
Bids shall be submitted in accordance with the plans and specifications on file at the Department of
Public Works 623 Sheridan Street Port Townsend Washington where copies may be obtained
by prospective bidders Hard copies and/or electronic copies may also be obtained by calling the
Department of Public Works at (360) 385 9160
Each bid shall be accompanied by a surety bond postal money order cash cashiers check or
certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the
bid amount to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into
a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten
(10) days of the award The Board of County Commissioners reserves the right to refect any and
all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all
informalities in the bidding
The Jefferson County Public Works in accordance with Title VI of the Civil Rights Act of
1964 78 Stat 252 42 U S C 2000d to 2000d 4 and Title 49 Code of Federal Regulations
Department of Transportation subtitle A, Office of the Secretary Part 21 nondiscrimination
in federally assisted programs of the Department of Transportation issued pursuant to such
Act hereby notifies all bidders that it will affirmatively insure that in any contract entered
into pursuant to this advertisement disadvantaged business enterprises as defined at 49
CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation
and will not be discriminated against on the grounds of race color national origin or sex in
consideration for an award
