Project Mentor, a program of OlyCAP's RSVP Program, serves young adults living with disabilities by supporting significant job training experiences. Achieving Community Employment in Transition, (ACE -IT) is a program of the Port Townsend School District, Special Ed Department in partnership with the PDA of Fort Worden and Jefferson County Public Health, the Developmental Disabilities Program. ACE -IT provides high school transition students with developmental disabilities, an opportunity to work as interns in competitive employment positions within the Fort Worden PDA. Through these internships, the young adults learn employability skills to prepare them for a productive adult life. The Plan: RSVP Project Mentor, through OIyCAP, will provide stipends for a total of $3,840 for ACE -IT participants on quarterly basis, during their internship. The Developmental Disabilities Program, will submit a quarterly invoice for each student participating in the ACE -IT Program, along with their name, age and gender. OlyCAP will remit separate checks for each student within 30 days of receipt of the invoice. Four students are participating in the ACE -IT Program during the school year of 2016-2017. With two quarters left, at $120 a stipend, the subtotal would be $960.00. Eight students will be participating in the ACE -IT Program during the school year of 2017-2018. With 3 quarters at $120 a stipend, for a subtotal of $2,880. This MOU begins March 1, 2017 and goes until June 15, 2018. Shaw Subject: RE: Stipend for ACE -IT participants Hi Philip, The original grant was with the Community Network that was overseen by Anne Dean. 1 created and set the Program up with an inter -local agreement with the Network. 1 believe OlyCAP gave out the stipends directly to students because senior volunteers from their RSVP Program were participating in the Project MENTOR Program. It was not given out by Public Health. The funding for these stipends now is from the Kiwanis Club and UGN. Since OlyCAP is not directly involved with ACE -IT, they asked me to oversee it. We are the junior partner to ACE -1T. ACE -IT is funded by PTSD and mostly is on site of fort worden PDA. Kids are in PTSD. I worked with OlyCAP on a project I created called Project MENTOR. We obtained stipend funds from a grant for students at PTSD and Chimacum. Project MENTOR ended and OlyCAP contacted me because they had unused stipend funds Internships are incredibly valuable, but money is a motivating factor for many students J contacted Patrick Kane, the PTSD Special Ed Director about doing this directly and he asked if I could oversee it. 2. What are tax and employment ramifications of this stipend and what MOU language is there to avoid or define those impacts? That would be up to the individual student and their family. The family could choose not to receive a stipend. 3. Mou does not define how often/what term the stipend covers. The stipends will be given out on a quarterly basis during the school year. Below is the info I sent to OlyCAP about the ACE -IT Program and how a student would qualify for a stipend. The ACE - IT program was developed to allow high school graduates with developmental disabilities an opportunity to work as interns in competitive employment positions within the Fort Worden PDA. Students work as interns while simultaneously learning employability skills to prepare them for productive adult life. The Fort is paving the way for other businesses to replicate this very successful model. In 2016/2017 School year, there are four students placed in internships in various departments across the campus. The ACE -IT Program supports people with developmental disabilities (mostly cognitivel barriers). • ACE — IT is a unique, business driven, school to work transition program that takes place entirely at the workplace • Total workplace immersion facilitates a combination of classroom instruction, career exploration, and relevant job -skills training through strategically designed internships • The goal of the ACE — IT Transition Program is integrated employment in the community • ACE IT is a business led partnership between Fort Worden PDA, Port Townsend School District, Jefferson County Public Health and local employment agencies The employees train the job coaches alongside the new Student Intern, then the coach works side by side with the Intern to ensure accurate training and job performance. The coach stays in place, fading our 1:1 time as the new student intern gains independence. As they coach fades, employees at the Fort provide natural supports but, the job coach is still onsite at the Fort. Interns acquire competitive, marketable and transferable skills to enable them to apply for a related position. Students also build communication, teamwork and problem -solving skills which is important to their overall development as a young worker. Some of the job duties are as follows; • watering hanging flower baskets • stripping linens during high turnovers. • Food prep, cooking, baking • Coffee shop barista, assistant • Serving and dishwashing • Flower maintenance • Housekeeping • Grounds keeping, camp site and trail maintenance • Filing, Scanning, Mailroom, letter stuffing The goals of the internships are as follows: • Interns acquire competitive, marketable and transferable skills to enable them to apply for a related position. • Students also build communication, teamwork and problem -solving skills which is important to their overall development as a young worker The job coach works with students on a 10 PT daily system. One point for being on time, one point for being prepared (binder, pen, uniform), one for snack/lunch/water, and one for participating, one for stewardship and five for completing the internship task list. The job coach also keeps track of each person's attendance and participation and provides employer evaluations. This system (along with attendance, participation and employer evaluations) could be a method for determining if the student would qualify for a quarterly stipend. Unfortunately, this was adjusted after it was approved by the Jefferson County Board of Commissioners. Therefore, we cannot accept it because it is not what the County agreed to. I know this seems like a trivial amount, but because these are contractual agreements, they cannot be amended or altered without going through the proper channels. I'll send you clean copies today to sign. Then you (or Anna) will need to file an amendment to change the amount. Sorry for the headache.
