AGENDA REQUEST — County Administrator's Briefing Session

RE: Briefing on Mountain View Commons Community Recovery Center
STATEMENT OF ISSUE: Len Borchers and Beth O'Neil of the YMCA will brief the Board of County
Commissioners about the YMCA's partnership with the City of Port Townsend, Port Townsend School
District and the Hospital District to create a Mountain View Commons Community Recovery Center.
ANALYSIS: As part of the briefing, Mr. Borchers and Ms. O'Neil will also describe ongoing work to
draft a Partnership Agreement between the four organizations. The Partnership Agreement would
formalize the organizations' intent to work collaboratively, describe the tasks they intend to accomplish
(including a facilities plan, and exploring governance and funding models for the Center), and describe
the roles of each organization in doing so. The organizations have expressed an interest in whether
Jefferson County would be willing to join them in becoming a party to the Partnership Agreement in
some capacity, yet to be defined.
FISCAL IMPACT: No fiscal impact from the briefing itself. The County would need to assess the
fiscal impact if the County were to consider any future action, sometime after the briefing.
RECOMMENDATION: Hear the briefing, ask questions to understand the potential benefits to citizens
and its potential impacts on County services and finances, if any. Defer any action until the Board can
receive and evaluate the analysis and recommendations from our Public Works' Parks & Recreation
Division, and from our fiscal and capital planning team.
