Statement of Issue:
The issue is requesting execution of the Call for Bids document for the
above referenced County project CR1815, providing for advertisement
of the Call for Bids.
Analysis/Strategic Goals/Pro's Ft Cons:
This project is included in the 2017-2022 Transportation Improvement
Program and the 2017 Annual Construction Program as Item No. 5. This
project will be advertised for a period of three (3) weeks. Execution of
the Call for Bids will allow for the advertisement of this project for
construction.
Fiscal Impact/Cost Benefit Analysis:
The signing of the Call for Bids authorizes the spending of funds for
advertisement costs. Once the bids are opened and analyzed the Board
at that time would authorize the contract amount. Construction for
this project is funded with two grants: an FHWA STP -R grant and a
State Pedestrian it Bike Safety Program grant. The Engineer's Estimate
for construction is $653,414.04.
Recommendation: Public Works recommends that the Board authorize the chair to sign
the one (1) original Call for Bids where indicated, and return the one
signed original to Public Works (attn. John Wayand).

NOTICE TO CONTRACTORS
CALL FOR BIDS
Rick Tollefson Memorial Trail, Phase I Project

County Project No. CR1815
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will
receive sealed bids up until the hour of 9:30 a.m. on May 22, 2017 at the Office of the County Commissioners,
basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend,
Washington, 98368, for construction of the Rick Tollefson Memorial Trail, Phase I Project, County Project No.
CRI 815. Sealed bids will be opened and read publicly at 9:45 a.m., or shortly thereafter, on the same day in
the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse.
This Contract provides for the construction of Rick Tollefson Memorial Trail, County Road Project 1815, in
Jefferson County, Washington. This work includes clearing and grubbing, grading, installation of storm
drainage structures, installation of trail surfacing materials, installation of rockery walls, pedestrian safety railing
and fencing; installation of one pre -fabricated pedestrian bridge; temporary erosion and sediment control
measures; wetland mitigation area construction; installation of landscaping, site furnishing items, and signing
and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard
Specifications. The Engineer's Estimate is $653,414.04.
Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public
Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders.
Printed copies and/or electronic copies may also be obtained by calling the Department of Public Works at (360)
385-9160.
Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check
payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to
Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety
bond in the amount of 100% of the contract price within ten (10) days of the award. The Board of County
Commissioners reserves the right to reject any and all bids and to accept the bid deemed most advantageous to
Jefferson County and to waive all informalities in the bidding.
Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C.
2000d to 2000-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A,
Office of the Secretary, Part 21, Nondiscrimination in Federally -Assisted Programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure
that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as
defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation
and will not be discriminated against on the grounds of race, color or national origin, or sex in
consideration for an award.
