Dear Gordon,
I'm reviewing the conditional use permit application for the attendant office and environmental waste center in
Quilcene. Could you please respond to/address each of the following from Jefferson County Code 18.20.300 below?
Also, I will be sending the application to Environmental Health to review with aquifer recharge report. They will invoice
you separately for their fees. Finally, the access road behind the two parking spaces requires a 26' aisle width for two-
way access or 23' for one-way access. This is for stalls with a 90 degree parking angle. If the road is intended for two-way
access, then the aisle is too narrow.
THIS ACCESS DRIVES SERVES THE ROAD SHOP, PIT AND SOLID WASTE DROP BOX THE
PARKING SPACES THAT ARE SHOWN CAN BE MOVED TO THE WEST, TO ACHIEVE
CLEARANCE. THEY MAY ALSO BE ANGLED FOR EASIER IN AND OUT. WE CAN RESOLVE THIS
POINT, TO COMPLY WITH THIS REQUIREMENT.
18.20.300 Recycling collection facilities and recycling centers. 0 sHRRE

(1) Recycling Collection Facilities. Recycling collection facilities provide a neighborhood drop-off point for
temporary storage of recyclables but without processing thereof. The following standards apply to all recycling
collection facilities:
(a) Weather protection of recyclable items shall be ensured by using weatherproof containers or by
providing a roof over the storage area, where necessary to avoid adverse impacts;
RECYCLING BINS ARE WEATHER PROTECTED CONTAINERS WITH TOPS
(b) Only recyclable materials shall be collected and stored at such collection points. Except for initial
sorting and bundling, all other processing of such materials shall be conducted off-site; and
RECYCLING BINS ARE HAULED OFF SITE TO THE JC TRANSFER STATION ON COUNTY
LANDFILL ROAD FOR SORTING PRIOR TO SHIPPING
(c) All deposited material shall be contained wholly within the recycling box or facility. No litter shall be
allowed to accumulate outside the recycling box or facility. The recycling box or facility shall be kept
clean and free of odors or pests.
THIS REQUIREMENT IS PART OF DAY TO DAY MAINTENACE AT THIS ATTENDED COLLECTION
SITE.
(2) Recycling Centers. An area, with or without buildings, upon which used materials and recyclables are
separated and processed for shipment. The following standards apply to all recycling centers:
(a) Processing operations shall be conducted within a building;
RECYCLING BINS ARE HAULED OFF SITE TO THE JC TRANSFER STATION (RECYCLE FACILTY)
ON COUNTY LANDFILL ROAD FOR SORTING PRIOR TO SHIPPING
(b) The operation shall be effectively screened from view from neighboring properties and rights-of-way;
THIS FACILITY IS SCREENED ON ALL SIDES BY WOODED BUFFERS
(c) The operation shall meet all federal, state and local requirements for noise and air quality control; and
THIS FACILITY IS IN COMLAINCE WITH APPLICABLE REQUIREMENTS
(d) The operation shall obtain, comply with and maintain a solid waste handling permit from the Jefferson
County department of health. [Ord. 8-06 § 1 ]
A COPY OF THE CURRENT PERMIT IS ATTACHED.
I am about to leave for vacation. I'd like to have this noticed before my last day on Thursday April 27. Please
send me the requested response as soon as possible so I can complete the noticing before I leave.
GREAT, WE WILL POST THE NOTICE BOARD AS SOON AS POSSIBLE
The notice board will be available for you to pick up with our receptionist Monday, May 1st.
The board needs to be installed in a visible location at the site by May 3rd and remain in place through
May 17th.

• After posting, please sign the posting affidavit in front of a notary and return to my attention.

mid -way through the comment period).
