Highlights from Monday's Commissioner Meeting February 8, 2005
APPOINTMENT: The Board appointed County
Administrator John Fischbach as the County’s
alternate representative on the Peninsula
Development Association.
PUBLIC COMMENT PERIOD: The following
comments were made: the Commissioners need
to work together on issues to get things
accomplished; an article in the Seattle PI was
quoted about the recent tsunami and the threat a
major earthquake and tsunami could pose in Puget
Sound; the Courthouse needs seismic
reinforcement and major restoration, and the
Courts should stay in the building but the
administrative offices should move to another
location; concerns for the safety of people in the
Courthouse if there is a bad wind storm or a
terrorist action at Indian Island; a request to
remove the agreements regarding the upgrade of
the voter tabulation system and the replacement of
voter registration system from the Consent Agenda
because more public input is needed and
sometimes items are put on the Consent Agenda
so that they can be passed without any public
review; the Auditor’s Office has been researching
the upgrade of the voter tabulation system and the
replacement of voter registration system since
2002 and it has been a budget request by the
Auditor since that time, but no one has come
forward to speak against it at the budget hearings;
written policies should be required and employees
need to have signed statements in their personnel
files that they have read and understand the
policies and that they will abide by them.
CONSENT AGENDA: The agreement for the grant
funding for the Healthy Youth Project with DSHS
was deleted from the Consent Agenda.
HEARING NOTICE: Community Development
Block Grant (CDBG) Funding for Housing Needs
Assessment with the City of Port Townsend;
Hearing Scheduled for Tuesday, February 22,
2005 at 10:05 a.m.
RESOLUTION: Naming a Private Road, Faith Way
AGREEMENTS: 1)Emergency Equipment Rental
for Bank Protection Work on Clearwater Road with
Northwest Rock, Inc.; 2) Upgrade Voter Tabulation
System and Services with Election Systems and
Software, Inc.; 3) Replacement of Voter
Registration System in the Elections Division of the
Auditor’s to Comply with State and Federal
Requirements (Help America Vote Act) with DFM
Associates; 4) Funding for Purchase of a Laser
Printer for the Juvenile and Corrections System

ADVISORY BOARD REAPPOINTMENT: Sherry
Kimbrough to a 3 Year term, expiring February 9,
2008, on the Substance Abuse Services Advisory
Board
ADVISORY BOARD APPOINTMENT: Debbie Kronk
to a 3 Year term, expiring February 7, 2008, on the
Developmental Disabilities Advisory Board
BID OPENING: The County received bids from Ace
Paving and Lakeside for the 2005 supply of asphalt
concrete for maintenance projects on County roads.
The Public Works Department will review the bids and
make a recommendation to the Board.
HEARING: The Board agreed to declare surplus,
advertise, and take bids on broken and outdated
computer equipment. If no one purchases the
equipment, it may be given to organizations in the
community such as schools to be used for parts. The
bid opening will be February 28 at 9:00 a.m.
TRAIL UPDATE: The Olympic Discovery Trail (ODT)
is a non-motorized transportation corridor for foot,
bicycle, and equestrian use connecting the cities on
the North Olympic Peninsula. When finished, it will go
from Port Townsend to the Pacific Ocean (129 miles.)
Thirty-two miles are completed and 35 more miles are
funded and under construction, with a completion date
set for December, 2006. There are 24 miles of the
ODT proposed in Jefferson County. Three miles are
completed and 3.5 miles are in the process. Currently
the top priority area in the County for the trail is the
section between Highway 20 and South Discovery
Road. Right now they are connected by the old
railroad grade which is privately owned. The County
also owns portions. A request was made that the
County look into acquiring the railroad grade right-of-
way owned by Discovery Timber.
