Highlights from Tuesday's Commissioner Meeting February 23, 2005
LETTER OF SUPPORT: The Chair signed a letter
of support to be sent to several Legislators for HB
2010 regarding funding for County geographic
inform ation systems.
COUNTY ADMINISTRATOR’S BRIEFING:
John Fischbach reported on the following items:
•The Board needs to provide specifics
about the revisions they want regarding
the place holders for the Comprehensive
Plan Amendments that are on the
proposed docket for this year. These
amendments have to do with the UGA
and the Comprehensive Plan Update
approved in2004. The Planning
Commission’s hearing is scheduled on
March 2.
•The Elected Officials will be m eeting this
Friday at the Courthouse for a general
discussion over lunch.
•The contractor for the Hood Canal Bridge
Project is planning two bridge closures on
weekends in October. Olympic Peninsula
stakeholder groups would rather have the
bridge closed during the week in August.
The DOT is in favor of a weekend closure.
•The Board decided to hold off on
scheduling any On the Road meetings
unless there are specific issues in the
com munity.
•Kelly Hays is scheduled to be appointed
as PUD Commissioner on March 2. He
will fill the vacant position created when
David Sullivan became County
Commissioner.
•The Deputy Prosecuting Attorney has
advised that it would not be appropriate
for the County to ask the Hood Canal
Coordinating Council to take a position on
the Fred Hill Materials project because
they currently receive funding from the
County.
•The Board asked the County
Administrator to meet with Port
Townsend’s City Manager regarding the
various contracts for services. They
requested that an omnibus agreement be
developed listing all the contracts. This
would help in setting funding priorities,
especially with State and Federal budget
cuts.
MARINE RESOURCE COMMITTEE PROGRAM
UPDATE: Michelle McConnell reviewed the history of
the Northwest Straits Commission and establishment
of the Marine Resource Committees. She also went
over the projects that the Jefferson County MRC has
been working on over the last 5 years which include:
planting Olympia oysters, eelgrass protection, and a
spawning survey. A 5 year review of the work of the
Northwest Straits Commission and the MRCs by a
third party was recently completed. They received a
positive evaluation and their funding will be
continued. They currently have several vacancies on
the MRC and are advertising for members to fill
positions in several categories.
PUBLIC COMMENT PERIOD: The following
comments were made: there were several letters in
the Commissioners’ correspondence this week
regarding Port Ludlow Associates and
representatives were present to answer any
questions the Board might have, and a request that
the Board support the legislation regarding the
concept of establishing a rehabilitation zone for Hood
Canal, that the County address the issues of the
watershed and the waters, and the County
Commissioners need to take a serious look at the
environmental designation that will be made soon on
the largest surface mine in the history of the County
and the Hood Canal watershed.
CONSENT AGENDA: All of the items on the
Consent Agenda were approved as presented.
2 RESOLUTIONS: 1) Adopting a Grievance
Procedure Policy as a Requirement of the State
CDBG Program, and 2) Creating a County Project to
Install Drainage Improvements as Recommended by
the Port Ludlow Drainage District Comprehensive
Stormwater Management Plan
AGREEMENT: Phase I and Phase II Enhanced E-
911 Services with Cingular Wireless
NOTICE: Completion of Day Labor Projects for 2004
HEARING: The City of Port Townsend and Jefferson
County are applying for a $40,000 planning only
Community Development Block Grant (CDBG) to do
a housing needs assessment in Port Townsend and
East Jefferson County. Both the City and the
County’s Comprehensive Plans refer to the
importance of affordable housing, not just from the
standpoint of the homeowner, but also for renters.
The assessment will determine needs and help
create an implementation plan.
