HomeMy WebLinkAbout03-01-05Board’s Official Business Highlights from Monday's Commissioner Meeting March 1, 2005 COUNTY ADMINISTRATOR’S BRIEFING: •The Planning Commission wants the Board to institute a six month moratorium on adult businesses because the City of Port Townsend is proposing a moratorium. The Deputy Prosecuting Attorney has advised that a court case from the City of Renton regarding adult businesses found that a jurisdiction cannot deny these businesses but they can be regulated by time, place, and manner. •The Board signed letters to several Senators supporting the reauthorization of the Secure Rural Schools and Community Self-Determination Act. Past funding from this legislation has aided noxious weed control, road maintenance, stream monitoring, trail maintenance, fish and wildlife habitat improvements and has also been leveraged to secure critical floodplan habitat and support the 4-H Afterschool Forestry Program. •GEMS, the County’s new financial system, is up and running and there haven’t been any major problems. •The City of Port Townsend will not be purchasing the DSHS Building at Castle Hill Mall from the County because it would cost too much to renovate. DISCUSSION: The Board discussed changing the starting time of their regular Monday meeting to 8:30 a.m. It was agreed that they would continue to begin the meeting at 8 a.m . BID OPENING: There were no bids on the computer equipment. The Board authorized the Central Services Director to offer it to non-profits, schools or other public agencies. They concurred that the equipment should only go to the transfer station as a last resort. PUBLIC COMMENT PERIOD: The following comments were made: the Open Public Meetings Act requires the Board to make decisions during an advertised public meeting; a letter was read requesting that the Board institute a six month moratorium on adult businesses; a letter was submitted regarding the importance of reconstructing the Dosewallips River Road that was signed by the Presidents of the Chambers of Commerce in Jefferson and Clallam County and sent to the USDA, US Forest Service and the Superintendent of Olympic National Park; in the 2004 Comprehensive Plan Update amendment several items were moved from the Comprehensive Plan to the Unified Development Code because the UDC was a more appropriate document to address them. COMPREHENSIVE PLAN AMENDMENT DOCKET PLACE HOLDERS: There was a discussion about the process for putting MLA066-05 and MLA067-05 on the Comprehensive Plan Amendment docket for 2005. Commissioner Rodgers asked that both placeholders be removed. Staff advised that they would like MLA066-05 on the docket to address changes in the land use maps and housekeeping issues, but not to change policy. CONSENT AGENDA: All of the items on the Consent Agenda were approved as presented. RESOLUTION: Allowing Jefferson County Employees to Participate in the Washington State Department of Retirement Systems Deferred Compensation Program 8 AGREEMENTS: 1, 2, and 3) Professional Services for Reduction of Underage Drinking Grant with Judith Anderson; Jodi Jerrell Minker and Lynn Keenan; 4) Oak Bay Road Drainage Improvements with Port Ludlow Drainage District; 5) Supplemental Agreement regarding Consultant Services for Barlow Bridge Replacement, Oil City Road with Shearer Design, LLC; 6) Consultant Services for Tri Area UGA Sewer Planning with H. R. Estvelt Engineering; 7) Interlocal Agreement regarding Joint CDBG Planning Grant on Housing Needs Assessment for City of Port Townsend and East Jefferson County with the City of Port Townsend; 8) Intergovernmental Agreement regarding Monitoring Effluent from Onsite Sewage Treatment Systems (Hood Canal) with Puget Sound Action Team ADVISORY BOARD RESIGNATION: Gabrielle LaRoche from the Marine Resource Committee as Marine Sciences Practitioner Representative HEARING: After the public hearing, the Board approved an ordinance correcting an error found in Ordinance No. 17-1213-04 in order to achieve compliance with a final decision and order from the WWGMHB relating to the Glen Cove “LAMIRD.” DISCUSSION: There is currently proposed legislation to designate Hood Canal as an “Aquatic Rehabilitation Zone” due to the dissolved oxygen issue. The counties on the Canal are concerned that this bill is moving ahead without much County input which can mean unfunded mandates. Research is still being done to determine what is causing the low nitrogen, but, failing or inadequate septic systems on the shoreline continue to be an issue. INVITATIONS: The Board signed invitations to several Elected Officials to the Sunfield Farms Open House scheduled for April 16. Sunfield Farms received Conservation Futures funding from the County.
