Highlights from Monday's Commissioner Meeting March 8, 2005
PROCLAMATION: Representatives from the
Brownies and Girl Scouts were present when the
Chair read a document proclaiming March 6-12,
2005 as Girl Scout Week.
LETTER OF SUPPORT: The Board approved a
letter of support to be sent to the State Legislators
regarding the current bills for historic preservation.
COUNTY ADMINISTRATOR’S BRIEFING: The
County Administrator discussed the following:
•The BOCC took action at an unscheduled
meeting last week prior to the Planning
Commission’s hearing on the
Comprehensive Plan Amendment Docket
place holders. The County Administrator
asked if the Board wanted to reaffirm their
action? They agreed that there was no need
to restate the
motion
because it was
done to clarify
their intent as
discussed in
the February
28 meeting.
•The Public
Infrastructure
Board met last
week and
unanimously reaffirmed the ordinance
passed by the County Commissioners in
December, 2004 establishing a policy
designating that 50% of the PIF revenue go
to the design and construction of the Tri
Area Sewer System.
•The top three possible sites for the Hood
Canal Bridge graving yard are the Port of
Everett, Mats Mats Quarry, and Tacoma.
The County Administrator asked if the
Board wants to take a position on why the
Port of Port Townsend’s proposal wasn’t
chosen? The Board agreed that they would
like the Port Manager to give them a
briefing next week about why the Port
wasn’t chosen.
PUBLIC COMMENT PERIOD: The following
comments were made: this will be a bad year for
wildfires because of the lack of rainfall and minimal
snowpack in the mountains; why did negotiations
between the City of Port Townsend and the County
fall through regarding combined Building
Department services?; the County needs a strong
economic presence to keep the current quality of life
and this can be done without destroying the rural
character; concerns were expressed about an
arrest, the Deputy’s testimony on a claim that
resulted from it and m istreatment of inmates at the jail;
the cost of the County’s insurance increasing because
of lawsuits at the jail, and how several Officers treated
a fellow Officer who sued the County; thank you for
rearranging the agenda a few weeks ago in order for all
citizens present to speak during the Public Comment
period; and comments from several people about
saving money by consolidating City and County
services and reducing the number of Managers.
CONSENT AGENDA: All of the items on the Consent
Agenda were approved as presented.

with Ace Paving Co. Inc. and
Lakeside Industries; 5)
Administration of CDBG
Funding to Provide Public
Services in 2005 to Low-
Moderate Income Persons
within Jefferson and Clallam
Counties with OlyCAP; and,
6) Administration of CDBG
for Regional Microenterprise
Development Funding for the Olympic Microloan Fund
with Cascadia Revolving Fund
CERTIFICATION: Annual and Engineer’s Certification
of Fish Passage Barrier Removal Costs with State
County Road Administration Board
CONCURRENCE AND AUTHORIZATION: To
Proceed with the Real Property Negotiation and

LETTER: The Chair signed a letter to the Mayor of Port
Townsend asking that the City Manager and the
County Administrator work together to compile a
comprehensive listing of programs and services the
City and County provide to each other and residents.
