HomeMy WebLinkAbout03-15-05Board’s Official Business Highlights from Monday's Commissioner Meeting March 15, 2005 LETTER TO DOE: The Board signed a letter to the State Department of Ecology requesting data regarding source water measurements for water users within WRIA 17 to assist with long range planning. GRAVING DOCK DISCUSSION: Larry Crockett, Port of Port Townsend, explained that the site of the Port/Mill proposal for the DOT graving dock was listed as “high risk” because of the wetlands, tidelands, and eelgrass issues. The time it would take to get the operation running was an important factor in the decision. The Mats Mats Quarry is one of the top three sites chosen for review, however residents in the Mats Mats and Port Ludlow communities are concerned about using this location. The other two sites are located near Everett and Tacoma and wouldn’t have many permitting issues because they are both already designated as heavy industrial sites. The Board suggested that the Port Director and the County Administrator work together on a letter to the DOT thanking them for the opportunity to submit a proposal and asking that the Port/Mill site be considered for future projects. PUBLIC COMMENT PERIOD: The following comments were made: a request for some kind of accountability over the past three years for revenue and costs of building permit services by the City and the County and why did the City decide not to combine services to save the taxpayers money?; the neighborhood coalition at Mats Mats and the Port Ludlow Village Council are strongly against the Mats Mats quarry site as a concrete batch plant for the Hood Canal Bridge project because it is an inappropriate site for such a large operation, it does not have the proper land use designation, and only small barges can access the bay; background information for the annual reporting process for Port Ludlow development impact was explained and the report for 2004 was submitted; and a letter and petition was submitted to the Board that will also be sent to several other organizations and government agencies requesting that an investigation be made of the treatment of inmates at the jail. CONSENT AGENDA: All of the items on the Consent Agenda were approved as presented. 6 AGREEMENTS: 1) Drinking Water Joint Plan of Operation with Washington State Department of Health; 2) Amendment to Increase Funding Amount for Prevocational/Specialized Industries Program with Skookum Corporation; 3) CPE E911 Sales/Installation for Position 4, JeffCom, with Qwest Interprise America, Inc.; 4) Amendment to Reduce Funding Amount for Professional Services for Group Supported Employment with Skookum Corporation; 5) Amendment to Increase Funding Amount for Professional Services for Developmental Disabilities Program with People First of Washington; and, 6) Amendment to Reduce Funding Amount for Community Access for Individuals with Disabilities with Concerned Citizens of Forks FEE WAIVER REQUEST: To Waive Solid Waste Tipping Fee for Groups Participating in the Fifteenth Annual All-Volunteer “Earth Day Cleanup” on April 23, 2005 (Fees paid from Community Services Fund and the Road Fund.) MORATORIUM: The City of Port Townsend has had a moratorium in place on adult businesses for the past six months and recently passed a second. DCD staff reviewed the reasons the County may want to pass a moratorium until the Planning Commission can address regulations regarding this type of business. The Planning Commission sees this as proactive. Staff is working on a UDC update this year with the draft document scheduled to be completed in May. Adding the adult business issue to the update would extend the completion date to fall because it is a very complex issue. Staff recommends that the Board approve the six month moratorium in order allow it to go through a separate process. The Board approved an ordinance setting the moratorium. There will be a hearing on this interim control within 60 days. AGREEMENT: In the fall of 2003, the Quilcene Historical Museum made a special funding request to expand their facility. A previous Board earmarked $30,000 for the museum from the sale of a portion of park property in Quilcene. This was never formalized in an agreement. Judi Mackey, President of the Quilcene/Brinnon Chamber of Commerce, and a former County Commissioner, explained that the expansion includes a location for the Chamber that will help promote tourism in the South County. The Board approved the agreement. WEC PETITIONS: After an Executive Session regarding actual litigation, the Board took action to open negotiations with Washington Environmental Council on the petition for review of a local government decision filed on February 16, 2005. The Board also took action to drop the 2001 petition for review with the mutual consent of both parties. APPOINTMENT: During the meeting, the Board interviewed five citizens who are interested in representing Commissioner District #2 on the Planning Commission. They appointed Peter Downey to a 4- year term which will expire on March 17, 2009.
