Highlights from Monday's Commissioner Meeting April 12, 2005
RIBBON CUTTING CEREMONY: Several
constituents and employees were present when the
Board cut the ribbon to acknowledge the successful
completion of the new front entrance doors of the
Courthouse.
DISCUSSION RE: PUBLIC COMMENT PERIOD:
The Public Comment Period has traditionally been a
time for the Board to listen to citizen’s comments
without dialogue exchange or the Board transmitting
“testimony” to departments. The Deputy
Prosecuting Attorney advised the Board that they
have chosen not to deal with quasijudicial issues
and that they do not have a role in the appeal
process for a determination made by the SEPA
Responsible Official. The SEPA Responsible
Official needs to be independent to make an
unbiased determination based on information only.
Comments from the Board could cloud the issue.
The Board is
concerned about
citizen’s comments
made during the
Public Comment
Period that may not
be considered. It was
noted that the Board
can direct these
citizens to the proper department to have their
comments included in a timely manner as testimony
on quasijudicial issues.
PUBLIC COMMENT PERIOD: The following
comments were made: the State has allocated
funding to improve the dissolved oxygen problem in
Hood Canal; do copies of all comments sent to the
Board get forwarded to the proper department?;
concerns about the quality of SEPA review by staff;
the County needs a website link to take comments
on landuse issues; the Board is elected by the
people to listen to them and serve their interests; a
proponent’s lawyer shouldn’t be able to tell the
Board what comments they can hear; the Board
should be able to respond to public comments;
planners should always ask for an EIS; a citizen who
passed away last week should be honored for
making the County a better place to live; industrial
development on Hood Canal will destroy the water
quality; congratulations on the funding allocation for
Courthouse Restoration projects in this year’s State
budget; a Blue Ribbon Committee should be formed
to address Courthouse restoration; the culture of the
County is not good and staff and Elected Officials
are disrespectful of the public; the Board can help
make the public’s input on issues more effective; the
voters put the Board in office; the type of plastic and
glass that can be recycled in Jefferson County is
very limited compared to other areas around the
country; FHM was working with Skookum on a
technology to recycle green glass and it is important
for the public and the private sector to work together;
and several people commented that the FHM project
needs an EIS determination.
CONSENT AGENDA: All of the items on the Consent
Agenda were approved as presented.
RESOLUTION: Declaring Certain Property as Surplus;

5 AGREEMENTS: 1) Working Capital Advance
(Restricted Reserve) with State DSHS; 2) Amendment
No. 1 re: Phase I Dosewallips River Properties ESA;
Jefferson County Health and Human Services; Krazan

Medicaid Administrative Match with State DSHS; 4)
Amendment to Agreeement for 2005-2006
Consolidated Contract for Health Services with State
Department of Health,
and; 5) Employment

Timber Stand
Management and Timber
Assessment with Michael
R. Cronin
MEMORANDUM OF
UNDERSTANDING and
MEMBERSHIP AGREEMENT: Participation in the
County Workplace Safety Alliance to Receive Services
of a Third Party Administrator to Improve Workplace
Safety and Reduce L & I Claims Costs with WSAC
THANK YOU LETTERS: For Allocating Funds for
Courthouse Restoration Including $450,000 for the
Jefferson County Courthouse Clock Tower Restoration
Project to Representatives Kessler, Buck, and
Dunshee (The Board also sent Thank You letters to
several Senators regarding the Senate budget
allocation for Courthouse Restoration.)
BID AWARD: The bid award for the official County
newspaper went to The Leader
VOTE BY MAIL PROPOSAL: Current absentee voting
in the County is at 66% and is continuing to grow.
Several counties in the State have already gone to all
vote-by-mail because it saves thousands of dollars
each year. The Board asked that the Auditor draft a
resolution and that a public hearing be scheduled in
order to receive input from the public.
SOLID WASTE ADVISORY COMMITTEE
APPOINTMENT: After interviewing Roger Short, the
Board appointed him to a 2 year term on the SWAC
that will expire on April 11, 2007.
