Highlights from Monday's Commissioner Meeting April 26, 2005
CERTIFICATE OF APPRECIATION: The Board
received a Jefferson County Historical Society
Preservation Award for the Courthouse Front Door
project.
LETTER OF SUPPORT: The Board signed a letter
to Congressman Norm Dicks asking that he support
an increase in the Payment in Lieu of Taxes (PILT)
funds in the Federal budget. This funding goes
toward essential services such as Search and
Rescue, law enforcement, and road maintenance.
PROCLAMATION: The Board approved a
proclamation designating May 1, through May 7,
2005 as Municipal Clerks Week.
ZERO TOLERANCE POLICY: As the result of two
incidents at the Health Department within the last six
months, the Board took action to direct the County
Administrator to develop a Zero Tolerance Policy.
The policy will address action that may be taken
regarding threats from the public made against
County em ployees in the course of their work.
CERTIFICATE OF INTENT: The PUD is in the
process of taking over the County well at the
Quilcene Community Center. They have agreed to
enter into a Water System Acquisition and
Rehabilitation Program contract for the system.
PARKING FEE FUNDING: After reviewing the
request for funding to supplement parking fees at
Fort Worden State Park, Chairman Johnson and
Commissioner Sullivan directed the County
Administrator to consult with the Civil Deputy
Prosecuting Attorney to clarify if Lodging Tax funds
can be used to subsidize parking fees according to
the State statute; to request that the Lodging Tax
Advisory Committee give a recommendation to the
Board on using funds from their budget to
supplement the parking fees; and to begin the
process for a budget extension for the Hotel/Motel
Fund (LTAC Funding).
PUBLIC COMMENT PERIOD: The following
comments were made: the Quilcene/Brinnon
Chamber of Commerce requested $16,000 from the
County to staff the new Visitor’s Center at the
Quilcene Ranger Station because the DO T’s
requirements for signage on the highway state that
the Center be staffed full time during the summer,
and if County funding to supplement Fort Worden
parking fees is approved, funding for parking at all
the State Parks in the County should be provided;
the North American Rainwater Harvesting
Association is having a conference in Seattle in July;
a request for the Board to create a Blue Ribbon
Committee to address the Courthouse restoration and
encourage community support and participation for the
project; the City LTAC has supplemented the Fort
Worden parking fees for the past two years and the
Fort Worden Advisory Committee is willing to work
with a County task force to study the economic and
access benefits of eliminating day-use fees at other
State Parks in the County; there are programs at Fort
Worden especially for students from Brinnon and other
communities in the County; the Board should consider
subsidizing parking fees at other State parks such as
Old Fort Townsend State Park; the food service at Fort
Worden Commons is run by a company out of Virginia
and takes money away from local businesses; and
people can park free at the Port Townsend Park and
Ride and ride the bus to Fort Worden.
CONSENT AGENDA: All of the items on the Consent
Agenda were approved as presented.
7 AGREEMENTS: 1) Amendment No. 2 to 2005-2006
Consolidated Contract for Health Services with State
DOH; 2) Amendment No. 3 to agreement regarding
Breast and Cervical Health Care with Public Health of
Seattle King County; 3) Childbirth Education with
Kathryn Shonsey Mattern, MSW; 4) & 5) Open Space
Taxation to Transfer and Designate 7.65 Acres, and
9.15 Acres, as Timber Open Space for Current Use
Assessment with John and Nancy Rowe; 6)
Amendment to Intergovernmental Agreement for
Period of Performance/Effective Date for Discovery
Bay Stewardship Project with Puget Sound Action
Team; and, 7) Emerging Issues Grant (EIG) Funding
to Develop and Conduct a Public
Outreach/Stakeholder Involvement Program
Supporting a Comprehensive Amendment Process for
the Unified Development Code (UDC) with CTED
FEDERAL GRANT APPLICATION: Funding the
Functional Family Therapy (FFT) Program for Eligible
Juvenile Justice Involved Families with State
Department of Social and Health Services, Office of
Juvenile Justice
ADVISORY BOARD RESIGNATION: Ralph Harder
from the Jefferson County Civil Service Commission
PLANNING COMMISSION APPOINTMENT: After
interviewing William Miller, who is interested in serving
on the Planning Commission representing
Commissioner District #1, the Board appointed him to
a 4 year term on the Planning Commission that will
expire on March 17, 2009.
HEARING NOTICE: A hearing notice was approved
regarding the interim control enacting a moratorium
against the issuance of permits or approvals pertaining
to adult businesses that was signed on March 14,
2005. The hearing is scheduled for Monday, May 9,
2005 at 10:30 a.m. in the Commissioners’ Chamber.
