HomeMy WebLinkAbout05-24-05Board’s Official Business Highlights from Monday's Commissioner Meeting May 24, 2005 The Board acted on the following tabled items: 1)Approved the hearing notice for the budget extensions and appropriations for various County funds for Monday, June 13, 2005 at 10:05 a.m.; 2) Approved theagreement designating the Port Townsend-Jefferson County Leader as the Official County Newspaper of Public Record; 3) Appointed George Bush to theConservation Futures Advisory Board representing District No. 1; and 4) Discussed the moratorium on adult businesses and agreed to review the matter afterreceiving a recommendation from the PlanningCommission. COUNTY ADMINISTRATOR BRIEFING: Acting County Administrator Allen Sartin reported that there are two meetings on Commissioner Sullivan’sschedule this week: 1) WRIA 17 on the 24th; and 2) EDC infrastructure on the 26th. Commissioner Sullivan explained that he has talked with people about theWRIA 17 meeting and the State has not arranged for a minute taker or a facilitator for the meeting so he feels it will be changed to a later date. He added that oneconcern for WRIA 17 is that the funding for stream gauging which is very critical work for this County did not make it through the legislature. CommissionerRodgers suggested that the interested parties meet to discuss how to approach the next step to keep the stream gauging program going. Chairman Johnsonvolunteered to cover the EDC meeting. Commissioner Sullivan then reported on the OmnibusMental Health Bill #5763 which includes a .1% sales tax that the County can implement for mental health. Commissioner Rodgers advised that Senator Hargrovewas very instrumental in getting this bill passed. A letter will be drafted for the Board member’s signatures to Senator Hargrove in appreciation for his work on Bill5763. PUBLIC COMMENT PERIOD: The following comment was made: Citizens are pleased that there will be more study on the Fred Hill Material project and that thepositions of the political parties are polarized and a new party should be developed based on the premise that human beings can get along, compromise andunderstand where views can be merged. CONSENT AGENDA: All of the items on the Consent Agenda were approved. 6 AGREEMENTS: 1) Installation of a Data Duct Bankfor Castle Hill Remodel Project; Double D Electrical, Inc.; 2) Maintenance Support for Emergency Communications Equipment; Positron Public Safety Systems Corp.; 3) Environmental Policy Act Review of 2005 Comprehensive Plan Amendment Docket and Unified Development Code Omnibus AmendmentPackage; Cascadia Community Planning Services; 4) Eastern Jefferson County Channel Migration Zone Mapping, Meetings and Report Finalization; Perkins Geosciences; 5) Placement of Anchors and SeasonalMarker Buoys for Eelgrass Meadows in Port Townsend Bay; Northwest Straits Project, Marine Resources Committee Year 5 Project, CZM310 Grant No.G0400236; Amy Leitman, Marine Surveys &Assessments; and 6) Purchase of Parcel #602 344 014 for the Dosewallips Floodplain Acquisition Project IAC/SRFB No. 04-1639A; Charles and Susan Hartt MOU/MEMBERSHIP AGREEMENT & APPLICATIONFOR GROUP MEMBERSHIP/AUTHORIZATION FOR RELEASE OF INSURANCE DATA: Washington Counties Select Retrospective Rating Program; Washington State Association of Counties andWashington State Department of Labor and Industries INTERDEPARTMENTAL MOU: Provision of Inmate Labor for General Landscaping Duties; Jefferson County Public Works, Solid Waste Division and Jefferson CountySheriff’s Office 2 DEEDS of Right to Use Land for Conservation & Open Space Purposes: 1)Big Quilcene River Floodplain Acquisition Project #QF1511; State of Washington,Grantee; and 2) Non-motorized Public Use of Land on 7 Easements Acquired for the Larry Scott Memorial Trail Located within Vacated Thomas and Irving Streets,Phillips Bay View Addition, and S. Hood Canal Coordinating Council re: Summer Chum Salmon Recovery Plan: Jay Watson and Scott Brewer explained the recovery plan for summer chum that has been developed by the HCCC to presentto the Governor by the end of June. They also reviewed the suggested recommendations for Jefferson County to approve for inclusion in this plan. The Board asked formore time to review this document with Commissioner Sullivan.
