HomeMy WebLinkAbout06-14-05Board’s Official Business Highlights from Monday's Commissioner Meeting June 14, 2005 PROCLAMATION: The Board approved a proclamation designating June 20 through 26, 2005 as Amateur Radio Week. A Ham radio exercise is scheduled at Old Fort Townsend State Park on June 24 and 25. LODGING TAX ADVISORY COMMITTEE UPDATE: Revenue for the Hotel/Motel fund is down 21% from last year. At their meeting last week, the Lodging Tax Advisory Committee agreed that they did not want money from this fund to be used to subsidize parking fees at Fort Worden State Park. WATER RIGHTS FOR THE QUILCENE WATER SYSTEM: The PUD’s Quilcene W ell project recently ran into problems because the Forest Service decided to rescind the offer to sell their system and water right. Without this water right, the existing Quilcene water system design will probably not have enough water to gain State DOH project approval. The Board directed that a contract to set aside Public Infrastructure Funds be drafted to show the County’s support for the project. COMPLAINTS ABOUT WEAPONS TRAINING SITE: The Board has received several complaints from residents about weapon fire during the day and night coming from a training facility in Gardiner on Discovery Bay. A representative from the facility explained that they have used the facility for training elite U.S. military personnel since 1987. They asked to review the complaints to find out the dates, times, and the areas where the shots are being heard. Sound is difficult to track and analyze because it depends on the wind and the atmosphere. Once they have an idea about the direction, they will take technical measures to reduce the sound. PUBLIC COMMENT PERIOD: The following comments were made: Many citizens spoke about their concerns regarding the Growth Managment Hearings Board findings on the Port Hadlock UGA appeal and the County’s initial reaction; the process that allows any citizen to appeal ten years of work on the UGA is unreasonable, especially when it is a person who doesn’t even live in the community; several people mentioned their frustration about the commercial zoning in the UGA that was overturned and the instant devaluation of their property and how this has happened more than once over the last several years; why wasn’t anyone notified about the deadline to submit development plans to DCD before the zoning was reversed?; other counties have adopted UGAs without having sewer systems in place; who would want to put a residence on 5 acres on a busy highway like Rhody Drive?; and a petition was submitted and complaints made about the military exercises that are being held at all times of the day and night at a facility near Gardiner. CONSENT AGENDA: The items on the Consent Agenda were approved as presented. RESOLUTION: Certifications of Compliance for CDBG Funding Application to Washington State Department of Community, Trade and Economic Development for South 7 Senior Village Project with Olympic Community Action Program 2 AGREEMENTS: 1) Amendment to Health Services Consolidated Contract 2005-2006 with Washington State Department of Health; and, 2) Amendment to Management Services for Castle Hill Property Improvements with the Washington State Department of General Administration BUDGET EXTENSION; HOTEL/ MOTEL FUND: At the close of the public hearing, a majority of the Board approved a $20,000 budget extension for this fund; and that Lodging Tax Funding be used to supplement the operations of Fort Worden State Park and fulfill the parking fee subsidy request. DEPARTMENT OF NATURAL RESOURCES QUARTERLY UPDATE: The cost of timber is up approximately 20% and, as a result, the revenues are coming in higher than the DNR’s original projections. The chances of wildfires in the forests have been reduced due to the record rainfall in June. HCCC SUMMER CHUM SALMON RECOVERY PLAN: After County staff reviewed and made comments on the document, the Board reviewed all the information. They approved Jefferson County's programmatic contributions to summer chum recovery as they fit with the County’s current work plans and direction. DIRECTION TO STAFF: FINDINGS OF THE WWGMHB: The Board came out of Executive Session and voted unanimously to direct staff to go ahead with the response to the petitioner’s Motion for Reconsideration and to add a motion for clarification as to what has been declared invalid in the Final Decision and Order from the WWGMHB dated May 31, 2005. LETTER OF SUPPORT: The Board signed a letter to support the establishment of a 2-1-1 call system on the Kitsap and Olympic Peninsulas that would enable citizens to access community information and resources, especially for health and human service needs.
