HomeMy WebLinkAbout07-12-05Board’s Official Business Highlights from Monday’s Commissioner Meeting July 12, 2005 PUBLIC COMMENT PERIOD: The following comments were made: several people commented about past use of W. Nolton Road on Marrowstone Island, the vacation of the road, and how it affects their access to the tidelands; residents who live in Port Townsend are obstructing economic development in other communities in the County that want growth and development; comments were made about the current Executive Board of the Economic Development Council and the future of the organization; when the Board begins to work on the 2006 Budget, they will find that there is limited revenue for discretionary items; Jefferson County has six items on Washington State’s unclaimed property list; complaints were made about the County not maintaining the property at Castle Hill Mall; water is the key to reasonable and sensible development in the County; and concerns were expressed from Marrowstone Island residents about some of the suggested provisions of the draft WRIA 17 (Water Resource Inventory Area) document. CONSENT AGENDA: All the items on the Consent Agenda were approved. RESOLUTION: Hearing Notice re: Budget Appropriations/Extensions for Various County Departments; Hearing Scheduled for Monday, July 25, 2005 at 10:05 a.m. in the Commissioners’ Chamber MEMORANDUM OF AGREEMENT: Addendum to “APPENDIX B” regarding WSU Extension Reimbursement for Payroll Costs for Two Employees overseeing the Fire Wise Program, Surface Water Partnership, and Shore Stewards with Washington State University 5 AGREEMENTS: 1) Juvenile Services Proctor Home Coordinator with Kelli Parcher; 2) Amendment to Donkey Creek Culvert Agreement with Washington State Interagency Committee for Outdoor Recreation (IAC); 3) Transfer Station Scale Project with SCS Engineers; 4) Termination of Agreement to Conduct Comprehensive Onsite Program Evaluation for Developmental Disabilities Program with Chris Christian; and, 5) Transfer Site 05 Timber Sale with Forest Marketing Enterprises, Inc. DEED OF RIGHT: Dosewallips Floodplain Acquisition Project IAC/Salmon Recovery Funding Board Project, Parcel No. 602 344 014 (Predecessor Charles and Susan Hartt) with the State of Washington as Grantee BID AWARD: Vibratory Soil Compactor with ROPS with Ingersoll-Rand ADVISORY BOARD RESIGNATION: Jutta Gebauer from the Jefferson County Lodging Tax Advisory Committee (LTAC) HEARING: There were no comments from the public regarding the draft ordinance authorizing an increase to the current $10 surcharge on Superior Court Cases Filed Under Title 26 RCW (Excluding RCW 26.50 Et Seq), and adding new fees for the Courthouse Facilitator Program. This program was established a few years ago and it has been very successful in expediting the paperwork in divorce cases. Legislation was passed this year at the State level that allows an increase to the surcharge. The Board approved the ordinance as presented. CALL FOR BID: One bid of approximately $69,700 was received for a supply of prestressed concrete voided slab girders for the Barlow Bridge on Oil City Road in the West End. The Engineer’s estimate was approximately $39,000. The Board directed Staff to review the bid and make a recommendation that is to the best advantage of the County.
