HomeMy WebLinkAbout08-09-05Board’s Official Business Highlights from Monday’s Commissioner Meeting August 9, 2005 JOINT CITY/COUNTY PARKS AND RECREATION SERVICES: At a joint County Commissioners/Port Townsend City Council meeting last week, there was a discussion about the Trust for Public Lands sending out a survey to residents about parks and recreation options. The County’s portion of the survey cost is $7,500 to $10,000 and the County Administrator asked if the Board wants to authorize the project? Commissioner Rodgers noted that there has already been a survey done by a very knowledgeable person and a committee of residents from each Commissioner District, and they found that a joint park and recreation district wasn’t cost effective for the County. A joint district would create a tax shift and County residents would be paying 2/3 of the total amount to support it. He doesn’t feel that this is County/City consolidation. Interests promoting the park district want to build a new swimming pool with taxpayers money. Commissioner Sullivan thinks it would be a good opportunity to enhance the UGA in Port Hadlock if the swimming pool was built there. However, the first priority is the sewer project. Both Commissioner Sullivan and Chairman Johnson agreed that a survey would provide important data about what citizens want regarding recreation options. The two Commissioners voted to move forward with the survey with the condition that the draft information be given to the Commissioners and City Council, as well as the Staff. PUBLIC COMMENT PERIOD: The following comments were made: The Discovery Bay Alliance (DBA), an organization opposed to Security Services Northwest (SSNW) operations, is making every effort to provide information to County staff and the Board about SSNW activities before the Community Development Director makes his decision. CONSENT AGENDA: The items on the Consent Agenda were approved. 2 RESOLUTIONS: 1) Affirming the Utilization of the National Incident Management System (NIMS) for Major Incident Management in Jefferson County, and 2) Accepting a bid for construction of 2360 Lin Ft. of Larry Scott Memorial Trail across Assessor’s Parcel No. 001173005 and constructing access from Cape George Road with Leavitt Trucking, Inc. (Cape George Trailhead) RESOLUTION AND HEARING NOTICE: Intent to Declare County Surplus Personal Property; hearing scheduled for Monday, August 22, 2005 at 11:00 a.m. HEARING NOTICE: 2006-2011 Six Year Transportation Improvement Program; Hearing scheduled for Tuesday, September 6, 2005 at 10:05 a.m. 3 AGREEMENTS: 1) Mobile Mammography Services with Swedish Health Services; 2) Lease renewal for Public Works office space with the United States Postal Service (USPS); and, 3) Barlow Bridge Construction, Project No. CR1680 with Washington State Department of Transportation SIGNATURE AUTHORIZATION FORMS: 911 Coordinator letter of notification with Washington State Military Department APPOINTMENT: Hearing Examiner as the hearing body for a Board of Appeals LETTER OF APPRECIATION: To Tracy Stringer for service as JeffCom Director ADVISORY BOARD RESIGNATION: Mary Hedberg from the Jefferson County Noxious Weed Control Board, Representing District #1 HEARING: On June 21, this six month interim ordinance enacting a no protest sewer agreement for the Hadlock/Irondale Urban Growth Area sewer service area and a moratorium against mini-storage facilities was passed which required a public hearing within 60 days. After hearing comments on the ordinance from the proponent of the Western Washington Growth Management Hearings Board appeal on the UGA and a commercial property owner in the sewer service area, the public hearing was closed. Staff advised that the Board is not required to take any additional action at this time, however a workplan will need to be in place when the interim ordinance expires on December 21.
