HomeMy WebLinkAbout09-07-05Board’s Official Business Highlights from Monday’s Commissioner Meeting September 7, 2005 PROCLAMATION: The Board approved a proclamation designating September 6-9, 2005 as Jefferson County Employee Recognition Week. Several activities are planned for the week including “Bagel Day, a BBQ, and Cookie Day.” PROCLAMATION: The Board approved a proclamation designating September 11, 2005 as E-911 Day. APPOINTMENT: Frances Rawski, Garth McHattie, and Joyce Murphy were appointed to serve as UGA representatives on the Joint Growth Management Steering Committee. RESOLUTION: The Board approved a resolution regarding continuity of County Government in case of an emergency or disaster. The Business Continuity Committee will meet with each department to determine their top priorities in getting things “up and running” following a disaster. PUBLIC COMMENT PERIOD: The following comments were made: it is the right of employees to have campaign signs in their cars, and concerns about the conclusions in the WRIA 17 plan. CONSENT AGENDA: All of the items on the Consent Agenda were approved except the placement of the building at the Fairgrounds by Port Townsend Little League. 2 RESOLUTIONS: 1) Establishing a Trial Court Improvement Fund; 2) Naming a Private Road Bentley Place 18 AGREEMENTS: 1) Childbirth Education with Amber Parker; 2) Nurse-Family Partnership Program implementation to reduce domestic violence, abuse and neglect, and substance abuse with Mason County and Nurse Family Partnership; 3) Professional Services to direct a Caregiver Support Group for Staff who support individuals with Developmental Disabilities with Martina Abba Richard; 4) Professional Services for Developmental Disabilities Program with People First of WA; 5) Alternative Response System & Early Intervention Program with State DSHS; 6) Medicaid Assistance Administration with State DSHS; 7) 2005-2006 Consolidated Contract for Health Programs amending statement of work and allocation with State DOH; 8) Sharing Labor, Equipment and Materials for Projects with J.C. Conservation District; 9) Surface Water Management Public Education and Technical Assistance Activities with J.C. Conservation District; 10) Supply of Prestressed Concrete Voided Slab Girders for Barlow Bridge with Concrete Technology Corporation; 11) Electrical System for Sheriff’s Office Evidence Storage Building with Hanson Electric; 12) Reducing Underage Drinking with State DSHS; 13) Facilitation of the Strengthening Families Program as part of the Reducing Underage Drinking Program with Jodi Jerrell Minker, and 14) with Judith Anderson; 15) Coastal Zone Management Grant; Northwest Straits MRC Year 6 Administration and Action Projects with State DOE; 16) Administrative Support for the MRC with Gail Bernhard; 17) Meeting Support for the MRC with Gabrielle LaRoche, and; 18) Contractor Information Form relating to the General Terms and Conditions Agreement with State DSHS LETTER OF APPRECIATION: For quick response during computer virus and E911 equipment failure to Central Services Employees: Sara McIntyre, David Winegar and Mark Peil HEARING: The Board approved the Six Year Transportation Improvement Program for 2006- 2011after the hearing. The plan helps the County acquire outside funding for road maintenance and improvements. CAMPAIGN SIGN DISCUSSION: The State is not able to provide clear direction on the posting of campaign signs in employee’s cars except on the actual day of an election (No signs, etc. allowed from 7 a.m. to 8 p.m. on Sept. 20 and Nov. 8, 2005.) After a discussion with the Auditor and the Prosecuting Attorney, the Board took action that employees may have campaign signs, bumper stickers or other items that show they favor a particular candidate, or a particular position on any statewide referenda, in vehicles parked within 300 feet of the Courthouse except on election days.
