HomeMy WebLinkAbout09-27-05Board’s Official Business Highlights from Monday’s Commissioner Meeting September 27, 2005 MEMORIAL GARDEN: In 1997, the Memorial Rose Garden at the Courthouse was created to honor County employees who passed away while working for the County or those who have retired and passed. Thirty-four employees have been honored. There is also a placque that displays their names and service dates. The PERC Committee has always organized the ceremony. The process has been to advertise the event in the newspaper and have friends or relatives contribute $50 for the placque and the ceremony. This year there were two people to be honored and the families and friends were asked if they wanted the memorial ceremony to be held at the County BBQ at H.J. Carroll Park because the Courthouse grounds are in the process of being redone and they agreed. Unfortunately some family members of employees who had been honored in the past came to the Courthouse on the designated day. Apologies were made, but it appears that the process needs to be reviewed. The PERC Committee is asking the Board for guidance regarding this event and has also suggested that the event should be organized by the Commissioners Office. PUBLIC COMMENT PERIOD: The following comments were made: the only revenue that has kept the City of Port Townsend and the County going over the past few years is due to the growth in the real estate market and all the new construction and this won’t last; there are over 2,500 buildable parcels in the County that will be affected by the regulations regarding private wells that the DOE is proposing and the DOE is saying that water is not a private resource, it is a public resource and needs to be regulated; and an update on the UGA sewer process was requested. (The consultants have been interviewed and a selection will be made in early October.) CONSENT AGENDA: All of the items on the Consent Agenda were approved as follows: RESOLUTION: Hearing Notice on proposed budget appropriation/extension for various county funds; Hearing scheduled for Monday, October 17, 2005 at 10:05 a.m. in the Commissioner’s Chambers 3 AGREEMENTS: 1) School Nurse Corps Program with Olympic Education Service District #114; 2) Community Access Program for individuals with developmental disabilities with Concerned Citizens of Forks; and, 3) Amendment to Proctor Home Coordinator agreement with Kelli Parcher TRANSFER: Mobile Command Post to Fire District No. 1; 2005 Ford F250 Pickup Truck to be used as an interagency incident response unit DEPARTMENT OF NATURAL RESOURCES QUARTERLY UPDATE: Aquatic Lands: DNR has begun a pilot project to raise geoduck on State tidelands. The plan is to plant 10 acres a year, mostly on the west side of Puget Sound. They will lease the tidelands to companies who specialize in aquaculture. They are currently doing a regional creosote removal project, and have removed 38 tons of creosote logs from the beach at Fort Casey. They have begun a review of the mooring buoys at several of the sheltered bays in the County including Mystery Bay and Skow Bay. In order for mooring buoys to be installed legally, a shoreline permit is needed. Timber Sales: The County and junior taxing districts have received $1.6 million in the first 6 months of 2005 from Forest Board lands. Of the $1.6 million, the County received $300,000. They are predicting $3.6 million for the year. Fire Program: Local DNR staff have been trained and can be called upon in case of any type of disaster in Jefferson County. They also have a mobile kitchen that can serve up to 1,000 people. Logging near Cape George: This area will be replanted after the locals have time to go in and get firewood. Commissioner Sullivan asked that a sign be posted to inform residents that this is part of DNR’s sustainable forest plan and will be replanted in 2005-2006.
