HomeMy WebLinkAbout10-18-05Board’s Official Business Highlights from Monday’s Commissioner Meeting October 18, 2005 PUBLIC COMMENT PERIOD: The following comments were made: several people spoke about their concerns regarding the State DOE’s position on water rights, WRIA issues, their proposed regulations, and the threat to small specialty farms who need the water for their livelihood; Indian Island continues to expand their munitions transfers without any kind of public process and a suggestion that the Board hold a public hearing on the issues and invite the Port, the City, Jefferson County First Responders, the Navy and Representative Norm Dicks to participate; and the Quilcene Teen Center closed down due to lack of support, lack of participation and lack of funding and it is important to have alternatives for kids after school. CONSENT AGENDA: All of the items on the Consent Agenda were approved as follows: 7 AGREEMENTS: 1) Dosewallips River Floodplain Acquisition Project with the Washington State Parks and Recreation Commission; 2) Road Use Permit for Dosewallips River Enhancement Project with Pope Resources; 3) Road Access for Dosewallips River Enhancement Project with Dosewallips State Park; 4) Amendment to reduce funding amount for the Family Resource Specialist to implement the Take Time Program for a Drug Free Community as part of the Raising a Healthy Community Program with Olympic Educational Service District #114; 5) Housing opportunities for persons with AIDS (HOPWA) with Bremerton Housing Authority; 6) Construction materials testing and on- site quality control for Barlow Bridge, Oil City Road, with General Testing Laboratories, Inc.; and, 7) Business Associate Compliance with HIPAA with LEOFF I Retirement/Disability Board FUNDING APPROVAL: Castle Hill Center Remodel with Washington State Department of General Administration BUDGET EXTENSION HEARING: There were no comments for or against the proposed budget appropriation extensions. The Board approved the resolution and order for the following fund requests: Public Health, Natural Resources, Federal Forest Title III, Transportation Emergency, and Flood/Stormwater. WRIA 17 POLICY STATEMENT: The Board approved a Watershed Plan for WRIA 17 earlier this year. An issue that came to an impass at the local level is instream flows and the DOE recently presented draft instream flow rules. Rules regarding the use of water are controversial because they may affect many property owners. The Board feels it is important at this time for a clear expression of County policy on the implementation of the Watershed Plan so that County staff, watershed planning partners, and the public will understand the County’s position. Several citizens spoke about their concerns regarding the State’s proposed rules and regulatory implementation. The Board plans to continue their review of the draft policy document which will be on their agenda at a future date.
