Highlights from Monday’s Commissioner Meeting November 22, 2005
PUBLIC COMMENT PERIOD: The following
comments were made: concerns about the
timeline to get a septic permit through the
County system; a suggestion about
scheduling the pumping of septic tanks on a
regular basis; the section regarding junk cars
in the Solid Waste Ordinance that was
recently passed by the Board of Health needs
to be amended to be more workable for
people; the Comprehensive Plan is a “living”
document that is expected to change over
time as circumstances change and the
interim Forest Land Ordinance from 1996
needs to be reviewed and revised; there
should be a noise ordinance in the County to
address situations such as gunfire from
Security Services Northwest; public safety is
a responsibility of local government and the
funding for 911 dispatch (JeffCom) should
not be cut in the 2006 budget; and 2 petitions
were submitted to the Board signed by 284
citizens who don’t agree that government
money should be used to search, cite, and
prosecute property owners who have junk
vehicles when there are many more serious
health issues that need to be addressed.
CONSENT AGENDA: All of the items on the
Consent Agenda were approved as follows:
2 RESOLUTIONS: 1) Agreeing to pay any
punitive damages that might be awarded
against certain employees employed by the
Jefferson County Sheriff, and 2) Hearing
notice for proposed supplemental budget
extensions/appropriations for various County
Departments; the hearing scheduled for
Monday, December 5, 2005 at 10:05 a.m.
HEARING NOTICE: Community
Development Block Grant (CDBG)
application for 2006 Public Service Grant and
close out of the 2005 Public Service Grant
with Olympic Community Action Programs
(OlyCAP); the hearing is scheduled for
Monday, December 5, 2005 at 10:30 a.m.
4 AGREEMENTS: 1) Enhanced 911 Cellular
Phone Service Phase I and II with Verizon
Wireless; 2) 2005-2007 Consolidated
Contract for juvenile and family court services
with Washington State Department of Social
and Health Services; 3) 2005-2007 Disposition

ADVISORY BOARD REAPPOINTMENT:
Dennis Cowan to the Jefferson County Civil
Service Commission; Term expires November
14, 2011
ADVISORY BOARD RESIGNATION: Gordon
Barnett, Chief Examiner from the Jefferson
County Civil Service Commission
ADVISORY BOARD APPOINTMENT: The
Board appointed Kaheya Cunningham to a
vacant position on the Developmental
Disabilities Advisory Board. Her term will
expire on November 21, 2008.
DELIBERATIONS ON THE 2005
COMPREHENSIVE PLAN AMENDMENT
DOCKET: DCD staff gave a brief summary of
each amendment and the staff and the
Planning Commission’s recommendations.
The Board discussed each amendment and
took individual votes. There was some
question on appropriate conditions on the
approval of MLA05-060, a rezone of
approximately 251 acres just east of Port
Ludlow at Tala Point Rural Residential 1
dwelling unit to 20 acres to 1 dwelling unit to 5
acres. The next step in the process is for staff
to generate an ordinance for the Board’s
signature with the facts and findings and the
Board’s decision for each amendment. Staff
will do the research on MLA05-060 that the
Board requested and offer sets of proposed
findings that would correlate with alternative
scenarios, so that the Board can make a
decision on that amendment. The draft
ordinance will be on the Board’s agenda on
December 5.
