Highlights from Monday’s Commissioner Meeting December 6, 2005
PROCLAMATION: The Board approved a
proclamation designating December 9, 2005
as a “Day to Remember the Lives of Jefferson
County Residents Who Have Passed On.”
Home Health and Hospice has scheduled a
service of remembrance for all County
residents and hospice patients.
PUBLIC COMMENT PERIOD: The following
comments were made: The new regional
representative for Sprint asked the Board to
keep the company in mind when considering
projects or partnerships; and the intent of the
section on junk vehicles in the Solid Waste
Ordinance passed by the Board of Health
needs to be clarified.
CONSENT AGENDA: All of the items on the
Consent Agenda were approved as follows:
CANCELLATION NOTICE: County
Commissioner Regular Meeting scheduled for
Tuesday, December 27, 2005
2 HEARING NOTICES: 1) 2006 Jefferson
County Budget hearing is scheduled for
Monday, December 12, 2005 at 10:05 a.m. in
the Commissioner’s Chambers, and, 2)
Setting the 2006 ad valorem tax levies for
Jefferson County for levy in 2005 and
collection in 2006; hearing is scheduled for
Monday, December 12, 2005 at 10:30 a.m. in
the Commissioner’s Chambers
11 AGREEMENTS: Three Agreements with
Skookum Industries: 1) Individual Supported
Employment, 2) Group Supported
Employment, and 3) Prevocational/Specialized
Industries; 4) Individual Supported
Employment with Morningside; 5) Hood Canal
Septic System Survey Project with Washington
State Department of Ecology; 6) One-to-One
Mentoring Program with Big Brothers/Big
Sisters of King and Pierce County; 7)
Functional Family Therapist with Elsa Golts; 8)
Administer Surcharge Funds generated by
ESSHB 2163 to establish a homeless shelter
with Olympic Community Action (OlyCAP) and
the City of Port Townsend; 9) Amendment to
agreement regarding Continuation of
Homeland Security Grant with Kitsap County
Emergency Management; 10) Port Hadlock
Urban Growth Area (UGA) Sewer Facility Plan
with Tetra Tech/KCM; and, 11) Professional
Services for salary study for exempt positions
with Braun Consulting
LETTER OF AGREEMENT: Deferred
Compensation Program for Jefferson County
Sheriff’s Office and JeffCom with Teamsters
Local Union No. 589 of the International
Brotherhood of Teamsters
FUNDING APPROVAL: Design Services for
Castle Hill Annex Renovation Project with the
State Department of General Administration
HEARING: At the close of the public hearing,
the Board approved the fourth quarter budget
appropriation/extensions for various County
funds as requested by the departments.
HEARING: At the close of the public hearing,
the Board approved a resolution to submit a
Community Development Block Grant (CDBG)
application which will provide funding for public
services for 2006. The County administers this
grant from the State Department of Community
Trade and Economic Development for Olympic
Community Action Programs (OlyCAP.) This
hearing also addressed the close out of
OlyCAP’s 2005 Public Service Grant.
2005 COMPREHENSIVE PLAN AMENDMENT
DOCKET: Two weeks ago, the Board
deliberated over 9 site specific amendments
and an amendment to correct Comprehensive
Plan land use map anomalies and errors in the
Plan text and tables. They voted on each
amendment, three of which were denied. Five
of the six remaining site specific amendments
were approved and staff has generated a draft
ordinance with the findings of fact and the
decisions by the Board. The amendment
correcting the Comprehensive Plan was also
approved and is noted in the ordinance. The
Board discussed the remaining amendment
regarding upzoning at Tala Point and reached a
decision to approve the amendment with
specific conditions to be met. They approved
the draft ordinance. The final version of the
ordinance will be on the Consent Agenda next
week.
