HomeMy WebLinkAbout01-10-06Board’s Official Business Highlights from Monday’s Commissioner Meeting January 10, 2006 COUNTY ADMINISTRATOR’S BRIEFING: The Department of Community Development will be moving back to their original location at Castle Hill Mall on Wednesday and Thursday. Their services may be limited during those two days. PUBLIC COMMENT PERIOD: The following comments were made: tourists drive from the Hood Canal Bridge to Sequim to find motel accommodations because the County won’t permit a motel at Discovery Bay where the owner has been trying to upgrade the motel since 1986, and a new hotel in Jefferson County on Highway 101 would bring in much needed revenue. CONSENT AGENDA: The items on the Consent Agenda were approved as follows: 10 AGREEMENTS: 1) Reinvesting in Youth (RIY) with Kitsap County; 2) AIDS Omnibus with Clark County Health Department; 3) Foster Care Passport Program with Washington State Department of Social and Health Services; 4) 2005-2006 Consolidated Contract Amendment for health services with Washington State Department of Health; 5) Professional Services subcontract with Washington Initiative For Supported Employment (WISE) and C2 Associates; 6) Construction inspection and administration of the Courthouse grounds Master Plan Project with SB & Associates; 7) Project management and coordination for the Upper Hoh Road Emergency Bank Protection Project No. XO1689 with Sam Gibboney Management Services (SGMS); 8) Appraisal review services for Larry Scott Trail Property acquisitions with Granger Company; 9) Appraisal review services for Larry Scott Trail property acquisitions with Washington Appraisal Services; and, 10) Appraisal review services for Larry Scott Trail property acquisitions with GPA Valuation Services ADVISORY BOARD APPOINTMENTS (2) AND RESIGNATIONS (3): Appoint Members Jill Silver, Term Expires July 22, 2006, and Nora Caldwell, Term Expires January 9, 2010 to the Jefferson County Noxious Weed Control Board; Resigning Members from the Jefferson County Noxious Weed Control Board: Judi Stewart, Karen Sickel and Jim Storey WRIA 16 UPDATE: Water Resource Inventory Area 16 covers Jefferson County from the Dosewallips River basin to the Skokomish River basin in Mason County and also includes the south shore of Hood Canal. Mason County is the lead agency for the WRIA 16 planning unit. The plan due date was December, 2005 and the State has given them an extension. The plan addresses water resources, water quality, and habitat. There is also an instream flow component. The WRIA 16 planning unit is finalizing their draft plan recommendations and should be approving the plan soon. Both the Jefferson County and Mason County Commissioners will need to be involved in the process because a public hearing is required. A joint meeting of the Commissioners from both counties will be required for the final approval of the WRIA 16 plan. UDC HEARING: Approximately 35 interested citizens were present for this hearing. Twenty people gave testimony. Comments were made regarding the following issues: •the need for a bigger building footprint for commercial/industrial buildings •revisions in regulations regarding Boundary Line Adjustments •24 hour noise from rock quarry operations •concerns about cottage industries in rural residential areas •the need to work with businesses in their current locations when they need to expand and zoning is an issue After the close of the public hearing, the Board agreed to continue their discussion on the UDC amendments on Tuesday, January 17 at 10:05 a.m.
