Highlights from Monday’s Commissioner Meeting February 28, 2006
CREDIT CARD USE FOR SOLID WASTE
FEES: Over the past 3 months, credit cards
have been accepted for solid waste fees.
The amount of staff time saved is $15,000
because of a 78% decrease in temporary
accounts, and vehicles are processed three
times faster. Within the next six months, the
Treasurer’s Office will be accepting
electronic payments over the internet.
TELEPHONE REQUEST FOR PROPOSAL:
Two of the eight bidders that submitted RFPs
to replace and update the current County
telephone system will be conducting site
visits and demonstrations. They are: Hanson
Electric and B & C Telephone, Inc.
ECONOMIC DEVELOPMENT COUNCIL
DISCUSSION: The Executive Director of the
EDC has resigned his position as of February
28. The County Administrator recommended
the following:
•The County take over the
responsibilities of the EDC as of
March 1.
•The Board authorize him to send
letters to the Executive Board of the
EDC, the State of Washington, the
State Department of Community,
Trade, and Economic Development,
and the Peninsula Development
Association notifying them of this
action.
•The County will not renew the 2006
contract with the EDC for $25,000.
The money will go into EDC
operations with CTED’s contract and
any other funding due to the EDC.
•The County contract with the EDC for
the industrial land inventory will not go
forward. The County will pursue this
with funding from CTED and the Port
of Port Townsend.
•The Board authorize him to send
letters to the EDC Board of Directors
advising them that there will be an
EDC Advisory Board established but
governance will remain with the
County.
The Board directed the County Administrator
to follow through on this recommendation.
They also signed a thank you letter to out-
going Executive Director Tamer Kirac.
PUBLIC COMMENT PERIOD: The following
comments were made: The Board of Directors
of Kitsap Mental Health expressed their
gratitude for the Jefferson County
Commissioner’s support for SB 6793; a
suggestion about a boundary line adjustment
procedure that would pursue the least
restrictive alternative; a suggestion that all the
governmental entities (County, City, PUD and
Port) and schools need to have a financial
summit where plans for the next 5 years are
discussed so that tax increases don’t come
forward at the same time.
CONSENT AGENDA: The following item on
the Consent Agenda was approved:
RESOLUTION: Re-establishing Jefferson
County Cash Drawer, Petty Cash Account and
Revolving Fund Amounts in Various County
Department
AFTER-SCHOOL FORESTRY PROGRAM:
This is one of many 4-H programs in the
County. After-school Forestry serves 90
children a year in Brinnon and Quilcene.
There are 5 major strands that relate to the
forestry theme: performing arts, visual arts,
nature and science exploration, the use of
technologies, and wilderness and survival
activities. Several activities allow the children
to visit other communities in the County and
the State. The goal is to build a new economic
relationship for these children and their
families with the Park and the forest. Future
forest jobs include: computers, educational
videos, fire prevention, land management,
erosion control, digital photography, GIS
mapping, web design, GPS tracking, and
engineering and aviation. This program
receives funding through the Secure Rural
Schools Act.
