Highlights from Monday’s Commissioner Meeting March 7, 2006
CHAIRMAN IN WASHINGTON DC:
Commissioner Rodgers agreed to be
Acting Chair for the County
Commissioner’s meeting because
Chairman Johnson is at the National
Association of Counties (NACo)
Conference in Washington DC this
week.
COUNTY ADMINISTRATOR
BRIEFING: The BOCC and Planning
Commission will meet on March 15 to
hear presentations by the proponents of
site-specific and suggested
amendments on the 2006 Comp Plan
Amendment Preliminary Docket. The
Planning Commission’s workplan for the
coming year will also be reviewed. The
Board also has a workshop scheduled
on March 16 to review collection system
alternatives with the Consultant for the
Port Hadlock Sewer System.
STATE PARK PARKING FEES:
Legislation eliminating the parking fees
at all State parks has passed the State
House of Representatives and the State
Senate. The Senate suggested a few
changes and after these changes are
addressed, the bill will need to be signed
by Governor Gregoire.
PROCLAMATION: Acting Chairman
Rodgers read the proclamation
designating March 5-11, 2006 as Girl
Scout Week. The Board approved the
proclamation as presented.
PUBLIC COMMENT PERIOD: The
following comments were made: it isn’t
good for government to rely on real
estate excise tax because the real estate
market is slowing down in the City and
the County; it’s a good thing that the
County is taking over the responsibilities
of the EDC; Port Townsend is turning into
a retirement community and this is a
problem for the public education system;
the GMA process is flawed when one
person can stop years of planning work
and public process and their appeal
lawyers are paid by people who don’t live
in the County; and the Sierra Club and the
Audubon Society did a good job getting
the word out on a proposed bill before the
State Legislature that would have
amended mining regulations.
CONSENT AGENDA: The following items
on the Consent Agenda were approved:
4 AGREEMENTS: 1) Open Space
Taxation to Transfer and Designate 11.24
Acres as Timber Open Space for Current
Use Assessment with John and Leona
Long; 2) Addendum to Attachment A
regarding Violence Prevention Training
with Peninsula College; 3) Agreement and
Subscription Agreement for Collective
Bargaining Agreement for Jefferson
County Central Services Department with
Teamsters Local #589; and, 4) Interim
Management of Emergency Management
Program with Nancy McDaniel
2 AGREEMENT TERMINATIONS: 1)
Professional Services Agreement for
Developmental Disabilities Program with
Kitsap County Parent Coalition for
Developmental Disabilities, and 2)
Professional Services Agreement for
Strengthening Families Program with
Jodi Jerrell Minker
ADVISORY BOARD REAPPOINTMENT:
Judi Mackey to a two year term on the
Jefferson County Parks Board
BID OPENING: The County Administrator
opened the one bid received for the
publication of County legal notices. The
bid submitted by The Leader will be
reviewed and a recommendation for bid
award will be made to the Board.
