Highlights from Monday’s Commissioner Meeting March 28, 2006
COUNTY ADMINISTRATOR BRIEFING: The
County Administrator updated the Board on
the following:
•Port Hadlock UGA Sewer Project:
The County will review population
distribution in the sewered subzones.
The consultant will be looking at grey
water alternatives and updating a 50-
year cost/benefit analysis for collection
alternatives.
•The Chimacum Drainage District: This
district disbanded in 1972, however
there is a small amount of money in
the fund. The County Commissioners
would have to take official action to
dissolve the district and dispose of the
fund. The Board agreed to leave the
district as it is at the present time.
•Courthouse Clocktower Project: This
project will begin in May. The County
has received some complaints about
the relocation of the US Mailbox to
Cass Street. There is some question
about whether the newspaper boxes
will be moved from the front entrance.
There are also concerns from
neighbors about the contractor’s hours
of operation from noon to 8 p.m. to
accommodate the District Court’s
schedule.
•The County Administrator sent a letter
to the State requesting the re-
designation of the Associated
Development Organization recipient
from the EDC to the County.
•Allen Sartin has been working with
Hansen Electric and B&C Telephone
on the new telephone system for the
Courthouse. He has added Eschelon
Telecom to the list for consideration.
He plans to have a final recommend-
ation to the Board within the next 2
weeks.
PORT LUDLOW DRAINAGE DISTRICT
PROPOSAL: The Drainage District was
established in 2000 by petition as a special
purpose district and advisory board to the
County for landuse regulations in their district
boundaries. They are proposing revisions to
the County’s UDC and the Comprehensive
Plan that would allow them a more regulatory
role in the review and inspection of stormwater
plans for any new development in the Port
Ludlow Drainage District.
PUBLIC COMMENT: The following comments
were made: there is no reason to have an EDC
if it doesn’t bring jobs and businesses into the
County; the Blackpoint Master Plan Resort
Project would be good for the County’s
economy; expanding the building footprint in
the County would allow a hotel to be built at
Discovery Bay which would increase revenue
to the County; there is no affordable housing in
Port Townsend and the County needs to work
on promoting affordable housing in the Tri
Area; and applying for a boundary line
adjustment has put a burden on a family who
has lived on their farmland for years because
they are required to meet new regulations
regarding septic systems.
CONSENT AGENDA: The following items on
the Consent Agenda were approved:
BID AWARD: Paradise Bay Road Phase I,
Project No. CR1148 to Seton Construction, Inc.
ANNUAL CERTIFICATION: For Calendar Year
2005 to Washington State County Road
Administration Board
BID OPENINGS: Three bids were received to
supply liquid asphalt products from Albina
Asphalt, US Oil and Refining, and Paramount
Petroleum Corporation. One bid was received
to supply asphalt concrete from Ace Paving.
Public Works will review the bids and make a
recommendation for bid award that is to the
best advantage of the County.
WORKSHOP ON SETTING SPEED LIMITS:
The County Engineer reviewed the process for
designating speed zones and speed limits on
County roads. A public hearing is required for
any revisions.
