Highlights from Monday’s Commissioner Meeting April 11, 2006
NO SHOOT ZONE DISCUSSION: The
County ordinance regarding “no shooting
zones” requires citizens who live in the area
to initiate the process. A petition with a
minimal amount of signatures and a map
showing identifiable physical boundaries of
the proposed zone are required. Some Tri
Area residents have requested that the
County initiate the process in their
community. This would require revisions to
the County ordinance and the UDC. The
Board agreed to look further into the issue.
PROCLAMATION: The Board approved a
proclamation designating April 9 to15 as
Telecommunicator’s Week. An open house
is scheduled at JeffCom on Friday afternoon
from 3 to 5 p.m. to honor the Dispatchers.
INTERIM ORDINANCE: The Board passed
an interim ordinance rescinding Chapter
18.18 within Title 18 of the Jefferson County
Code which will formally re-establish the
previously existing rural designations and
standards for the planning area for the future
Irondale/Port Hadlock Urban Growth Area.
This is being done to clarify the County’s
land use designations within the UGA. The
UGA is currently the subject of an appeal
before the Western Washington Growth
Management Hearings Board. Interim
ordinances remain in effect for 6 months.
A hearing on the ordinance is required within
60 days.
PUBLIC COMMENT: The following
comments were made: a group of citizens
presented information regarding depleted
uranium and thanked the Board for
requesting that the Navy have a public
forum; the County needs to have a
contingency plan if the mill closes; and the
County needs to encourage economic
development outside the City of Port
Townsend as a revenue source.
CONSENT AGENDA: All of the items on the
Consent Agenda were approved.
2 RESOLUTIONS: 1) Creating a County
Project regarding improvements to East
Quilcene Road, and 2) Application for funding
assistance for the Washington Wildlife &
Recreation Program to the Interagency
Committee for Outdoor Recreation for Larry
Scott Trail Segment 3A Construction, and the
H.J. Carroll Park Third Field Project
HEARING NOTICE: Proposed ordinance
establishing a “No Shoot Zone” in the Paradise
Bay Area; hearing is scheduled for Monday,
April 24, 2006 at 11:00 a.m.
BID AWARD: Supply of liquid asphalt products
to Albina Asphalt
2 BID CALLS: 1) Supply of aggregate for
bituminous surface treatment on various
County roadways; bids will be accepted until
10:00 a.m. on Monday, April 24, 2006 and
opened and read publicly at 10:45 a.m., and 2)
6th Avenue Road Improvement Project; bids
will be accepted until 10:00 a.m. on Monday,
April 24, 2006 and opened and read publicly at
10:50 a.m.
3 AGREEMENTS: 1) Surveying services for
Phase I of Paradise Bay Road Improvement
Project with Van Aller Surveying; 2)
Construction materials and labor for Phase I of
Paradise Bay Road Improvement Project with
Seton Construction, Inc.; and, 3) Child birth
education classes with Kathryn Shonsey
Mattern
ADVISORY BOARD REAPPOINTMENT: Carl
Hanson to a 3 year term on the Jefferson
County Developmental Disabilities Advisory
Board (Expires March 17, 2009)
BID OPENING: There were 4 bids submitted
for pavement marking on various County
roadways. The bids were from: Stripe-Rite;
Specialized Pavement Marking; Kamps
Painting Company; and Apply-a-Line. Public
Works will review the bids and bring a
recommendation back to the Board.
BID AWARD: The Board approved the
recommendation for bid award for the
Courthouse Clock Tower Rehabilitation Project
to Drury Construction of Poulsbo.
