HomeMy WebLinkAbout04-25-06Board’s Official Business Highlights from Monday’s Commissioner Meeting April 25, 2006 2006 COMPREHENSIVE PLAN AMENDMENT DOCKET RECOMMEND- ATION: Five applications for site specific amendments have been received. In addition there is a suggested amendment regarding the land use map, and a suggested amendment to clarify the criteria for rural residential upzoning, including the introduction of language into the Comprehensive Plan regarding the transfer of development rights. The Planning Commission and staff recommend that the 2 suggested amendments be docketed. The Board decided not to accept the recommendation and took action to schedule a public hearing on establishing the final docket. Staff clarified that the hearing is to take testimony on whether the suggested amendments should be docketed and it is not intended as a hearing to comment on the contents of the amendments. COUNTY ADMINISTRATOR BRIEFING: The County Administrator updated the Board on the work done last week regarding economic development and he reviewed the latest Port Hadlock UGA sewer update. CONSENT AGENDA: The following items on the Consent Agenda were approved: RESOLUTION: Release of lien for Parcel No. 948 321 002 to Jefferson County Health Care District No. 2 HEARING NOTICE: Proposed ordinance establishing open burning regulations; hearing scheduled for Monday, May 8, 2006 at 10:15 a.m. 7 AGREEMENTS: 1) Stream flow gaging with DOE; 2) Childbirth education classes with Amber Parker; 3) Courthouse Clock Tower earmarked appropriation grant with State Department of Archeology and Historic Preservation; 4) Courthouse Clock Tower Rehabilitation Grant with State Department of Archeology and Historic Preservation; 5) Materials testing services for phase I of Paradise Bay Road Improvement Project with Krazan & Associates, Inc.; 6) Consulting and design services for H.J. Carroll Park Site Plan Update with Worthy and Associates; 7) Drainage Improvements at Foster Lane, Port Ludlow with Port Ludlow Drainage District BID AWARD: Pavement Markings on Various County Roadways with Apply-A- Line, Inc. 2 LETTERS OF SUPPORT: 1) For permanent restoration of noxious weed control crew to Olympic Corrections Center, and 2) To maintain the response standards proposed in the 2nd draft of the Contingency Plan Rule process to DOE HOOD CANAL COORDINATING COUNCIL STUDY: The Board was interviewed by a firm who is doing the visioning portion of a regional governance assessment study. The State funding for the study is to help address the low dissolved oxygen issue in Hood Canal and other issues. BID OPENING: One bid was received from Fred Hill Materials for bituminous surface on various County roadways. NO SHOOT ZONE HEARING: Thirteen citizens gave testimony on the proposed “no shooting zone” in Paradise Bay. Many people said that the boundaries were too large and that responsible gun use in the area should be allowed on private target ranges and by hunters. It was noted that much of the irresponsible gun use is done by people from out of the area who shoot at abandoned cars and water storage tanks on land owned by the State and Port Ludlow Associates. The Board will make their decision at a future date.
