HomeMy WebLinkAbout05-09-06Board’s Official Business Highlights from Monday’s Commissioner Meeting May 9, 2006 SURPLUS PROPERTY: There is a small triangular piece of County property in the City of Port Townsend off 22 Street andnd Discovery Road. A citizen put a road through the property to connect the streets. Currently this isn’t a City street, however, approximately 55% of the property could eventually be claimed by the City as right-of- way. The property was appraised in 2003 at $12,000, declared surplus, and put up for sale in 2004. It didn’t sell. In December, 2005, the County received a bid for $6,000 from an adjacent property owner. The property owner has since replaced the $6,000 bid with a $1,000 bid. On the recommendation of the Treasurer and the Civil Deputy Prosecuting Attorney, the Board agreed not to accept the new bid and to continue negotiations with the City regarding a possible easement. PROCLAMATION: A representative from the Elk’s Club was present when the Chair read the proclamation designating May 7 through 13, 2006 as Elk’s Youth Week. LETTER OF SUPPORT: The Jefferson County Historical Society is applying for a grant from the Washington State Historical Society Heritage Resource Center that would provide funding to create lively interactive exhibits using state-of-the-art audio-visual and computer technology. The Board signed a letter to the State in support of the grant. PUBLIC COMMENT PERIOD: The following comments were made: The Board needs to take immediate action this year to reduce spending and not wait until the 2007 budget, and in some recent cases the Growth Management Hearings Boards have begun to follow a trend set by public agencies regarding endangered species regulation and they have no authority to make a bright line rule or to make public policy. CONSENT AGENDA: The following items on the Consent Agenda were approved: RESOLUTION: HEARING NOTICE Proposed supplemental budget extension/appropriation for the Public Works Department; hearing is scheduled for Monday, May 22, 2006 at 10:30 a.m. in the Commissioners’ Chambers 2 HEARING NOTICES: 1) Conservation Futures Advisory Board Recommendations; hearing scheduled for Monday, May 22, 2006 at 10:15 a.m. in the Commissioners’ Chambers, and 2) Establishing the final docket for the 2006 Comprehensive Plan amendment cycle; hearing scheduled for Monday, May 22, 2006 at 10:45 a.m. in the Commissioners’ Chambers 11 AGREEMENTS: 1) 2006 Regional Services for Municipal Court and Jail Services with the City of Port Townsend; 2) 2006 Regional Services for Health and Human Services (Public Health) with the City of Port Townsend; 3) Communications Coordinator and management of the Anchor Zone Eelgrass Protection Project of the Marine Resources Committee with Amy R. Leitman; 4) Credit Card Processing System for Jefferson County District Court with Orion Payment Systems; 5) Collection services for Jefferson County District Court with Alliance One Receivables Management Specialists; 6) Supply of asphalt concrete products with Ace Paving Company, Inc.; 7) Pavement Marking on various County roadways with Apply-A-Line, Inc.; 8) Supplemental agreement for Fossil Creek Stream Stabilization with State DOT; 9) Donovan Creek Bridge Repair with Hood Canal Salmon Enhancement Group;10) Courthouse Clock Tower Rehabilitation Project with Drury Construction Company, Inc.; and, 11) Off Highway Vehicle (OHV) Feasibility Study with Beckwith Consulting Group with Bruce Dees and Associates BID OPENING: No bids were received for the 6 Avenue Road Improvement Project.th
