HomeMy WebLinkAbout06-13-06Board’s Official Business Highlights from Monday’s Commissioner Meeting June 13, 2006 PROCLAMATION: The Board approved a proclamation designating June 19 through 25, 2006 as Amateur Radio Week. A Ham radio exercise is scheduled on Marrowstone Island on June 24 and 25. The 24 hour event is open to the public. DISPOSAL OF SURPLUS PROPERTY: Public Works has asked the Treasurer to dispose of a railroad car that was used as a bridge in the Westend. The Board approved a resolution declaring the railroad car as surplus property and a notice of public hearing regarding the intention to sell it. The hearing will be held on July 10 at 10:05 a.m. COUNTY ADMINISTRATOR BRIEFING: The following items were discussed: •Environmental Health is continuing to monitor the blue-green algae bloom at Anderson Lake. The lake can be reopened to the public 14 days after the algae bloom dissipates. Staff had to be taken off other projects in order to monitor several lakes in the County. •Port Ludlow Associates applied for a new shoreline permit for the Trendwest project and has requested that the permit be consolidated with their development agreement amend- ment. The Board can hold their own public hearing or refer it to the Hearing Examiner for an open record hearing. In either case, the Commissioners make the final decision on the landuse action. A portion of the combined request is quasi-judicial and the Prosecuting Attorney’s Office is recommending that the Board doesn’t discuss this project. •Jefferson County was the only County that received the Governor’s Smart Communities Award for implement- ation of a Comprehensive Plan. The project recognized the right to farm and the need to protect critical areas. It was “citizen generated” from the “bottom up.” Agreement was reached by all the stakeholders who wanted more flexible uses for agricultural land to be good stewards of the land. PUBLIC COMMENT PERIOD: The following comments were made: concerns were expressed by several people regarding the drastic changes proposed in the updated critical areas regulations; there is not enough time for the general public to review the draft and comment; the draft is very difficult for the average person to understand; the flaw in settlement agreements made to mitigate Hearings Board cases is that the public doesn’t get to see what is proposed or to provide input; a suggestion was made that the County ask for an extension on the timeline for adoption of the critical areas update and that the County make every effort to make the public more aware of how these changes will affect the use of their property; and, Sunfield Farms received $500,000 in grant funding which could be a problem because of issues with the State DOE about the use of their water rights. CONSENT AGENDA: All of the items were approved as follows: CALL FOR BIDS: Fossil Creek Stream Stabilization, Barlow Bridge; Bids accepted until 10:00 a.m. on Monday, July 3, 2006 and opened and read publicly at 11:00 a.m. in the Commissioners Chambers 3 AGREEMENTS: 1) Collection services for Jefferson County District Court with Ideal Credit Corporation (ICC); 2) Laboratory testing services of soil and water; amending existing price list to include additional analytical analyses for more comprehensive testing with State DOE, Manchester Environmental Laboratory; and, 3) CPR/First Aid re- certification training for employees with Medic First Aid ADVISORY BOARD REAPPOINTMENT: Lesly Sheinbaum to the Jefferson County Developmental Disabilities Advisory Board for a 3-year term expiring June 5, 2009
