Highlights from Monday’s Commissioner Meeting June 27, 2006
PUBLIC COMMENT PERIOD: The following
comments were made: a petition was
submitted with more signatures asking the
Board and the City Council to have a forum on
the expansion of NAV MAG Indian Island;
concern was expressed about the proposed
Critical Areas Ordinance (CAO) and how it will
impact the farming community; the County will
turn into a retirement community for the rich
because of regulations being passed like the
CAO; there are other options for designating
buffers for critical areas than making a “one-
size-fits-all” regulation; the County needs to
work with property owners on voluntary efforts
to preserve wetlands; the Farm Bureau is
requesting that the County send a certified
letter to all property owners whose land will be
affected by the proposed CAO; people need
more than 90 days to review and comment on
the proposed CAO; the proposed Records
Access Policy contains incorrect information,
what credentials does a person need to be the
Public Records Officer?, and the County
needs to have a public forum about the Budget
“Trainwreck.”
CONSENT AGENDA: The following items
were approved:
3 RESOLUTIONS: 1) Establishing new
salaries for the elected offices of Jefferson
County; 2) Adopting a salary schedule for the
FLSA and exempt management and
professional employees; and, 3) Updating the
working capital reserve requirement for each
County fund for years 2006 and 2007
2 HEARING NOTICES: 1) Proposed
ordinance clarifying the program of
administering the Public Infrastructure Fund;
Hearing scheduled for Monday, July 10, 2006
at 10:15 a.m. in the Commissioners
Chambers, and 2) Setting a joint public
hearing with Mason County for the Water
Resource Inventory Area (WRIA) 16
Skokomish-Dosewallips Watershed
Management Plan; Hearing scheduled for
Tuesday, July 11, 2006 at 10:30 a.m. at the
Mason County Courthouse Building 1
Commissioners Chambers
CALL FOR BIDS: 6 Avenue (Irondale)th
Improvement Project; Bid opening scheduled for
Monday, July 17, 2006 at 10:10 a.m. in the
Commissioners Chambers
AGREEMENTS: 1) Labor agreement for Public
Works employees; January 1, 2006 through
December 31, 2008 with Teamsters Local Union
No. 589; 2) TWO LETTERS OF
UNDERSTANDING re:1) 2005 labor agreement
for Public Works employees, and 2) January 1,
2006 through ratification of labor agreement for
Public Works employees with Teamster Local
Union No. 589; 3) Memorandum of Agreement
for shared use of Jefferson County Emergency
Operations Center with U.S. Department of the
Navy, Naval Magazine Indian Island; 4)
Amendment to increase funding to provide
technical assistance, training and broad job
development for individuals with developmental
disabilities with Washington Initiative for
Supported Employment; 5) Community
Development Block Grant (CDBG), Housing and
Urban Development (HUD) Cascadia Revolving
Fund with State Department of Community
Trade and Economic Development
ADVISORY BOARD RE-APPOINTMENTS: 1)
Steve Crosland (Term expires June 14, 2008)
and Judith Lucia (Term expires May 1, 2008) to
the Jefferson County Parks and Recreation
Advisory Board, and 2) Leslie Peterson to the
Jefferson County Housing Authority for a 5-year
term expiring July 16, 2011.
AUTHORIZATION TO SIGN AGREEMENT
AMENDMENT: The Board voted to authorize
outside counsel to sign an agreement with the
Washington Environmental Council if the
adoption date of the Critical Areas Ordinance is
amended.
HEARING: After taking testimony at the public
hearing, the Board voted to accept a petition to
form a cemetery district at Gardiner. A Grange
Representative said that they are willing to
relinquish the management of the cemetery.
The Gardiner community will vote on the creation
of the cemetery district at the General Election in
November, and if it is approved, they will also
elect the district’s commissioners.
