HomeMy WebLinkAbout07-05-06Board’s Official Business Highlights from Monday’s Commissioner Meeting July 5, 2006 WEC AGREEMENT AMENDMENT: The amendment to the Second Settlement Agree- ment with the Washington Environmental Council gives the County a 6-month extension from 7/18/2006 to 1/18/2007 to implement the amendments to the critical areas regulations. The proposed deadline for adopting the Chimacum Creek Management Plan was extended from July 18 to August 18. The Board voted to have outside counsel approach WEC about extending the deadline until September 18. PUBLIC COMMENT PERIOD: The following comments were made: several people complained about live, loud music playing until 1 a.m. on Friday and Saturday night and the Sheriff’s response that the people had a permit, and it was suggested that the noise shouldn’t be audible more than 100 yards from the property line; the County would be more successful with the proposed critical areas regulations if they worked with stakeholders instead of developing regulations that people can’t begin to apply to their property in a document that is difficult to understand; sustainable agriculture needs more than 5 years to get established; there is now a State law that requires tideland owners to have a license to harvest clams and oysters on their own beach; concerns were expressed that County staff doesn’t reasonably interpret the statutes to help people; and the County needs to keep better track of decisions from law suits and settlement agreements. CONSENT AGENDA: The following items were approved: 3 RESOLUTIONS: 1) Hearing notice for proposed supplemental budget appropria- tions/extensions for various County funds; Hearing scheduled for Monday, July 17, 2006 at 10:30 a.m.; 2) Establishing a Health and Human Services Site Abatement Fund; and, 3) Designation of an Applicant’s Agent for FEMA; January 27 to February 4, 2006 Winter Storm; Frank Gifford, Public Works Director AGREEMENTS: 1) Shared resources, services, equipment and materials with the Port of Port Townsend; 2) Materials testing and inspection services for Jefferson County Courthouse Clock Tower Rehabilitation Project with Krazan and Associates; 3) Professional services for a feasibility study to examine the possibility of JeffCom becoming a stand-alone agency with Reinke & Associates; and, 4) Funding for the operation of wireline and wireless enhanced 911 service; with State Military Department, Emergency Management Division MEMORANDUM OF AGREEMENT: Reimburse- ment of payroll costs for Food and Farm Coordinator Theresa Beaver with WSU MEMORANDUM OF UNDERSTANDING: Knotweed control on Dosewallips and Duckabush Rivers, and Salmon and Snow Creeks with Clallam County PROGRAM: Administration of the Expanded Mental Health and Substance Abuse Treatment and Therapeutic Courts Fund established by Ordinance No. 08-1003-05 FEDERAL GRANT APPLICATION: Jefferson County Juvenile Justice Coalition with State Department of Social and Health Services REQUEST TO CONVENE: For the purpose of hearing property tax appeals for the year 2006; Jefferson County Board of Equalization WRIA 16 HEARING: The WRIA 16 watershed covers 670 square miles from the Dosewallips River to the Skokomish watershed. Work on the WRIA 16 Watershed Management Plan began in 1999 and addresses water quantity, water quality, fish habitat concerns. The Board took public testimony on the plan and will join the Mason County Commissioners for a public hearing on July 11. At that time, the two Boards will vote on the WRIA 16 Watershed Plan. BID OPENING: Public Works Staff opened 4 bids submitted for the Fossil Creek Stream Stabilization, Barlow Bridge project. The engineer’s estimate was $337,000. The bids were $422,701 from Quigg Bros; $458,680 from BCI Contracting; $494,547.40 from Wilson Construction and $532,620 from Rognlins. Staff will make a recommendation for bid award at a future meeting.
