HomeMy WebLinkAbout08-22-06Board’s Official Business Highlights from Monday’s Commissioner Meeting August 22, 2006 PRESENTATION: Vicki Breithaupt, Accountant for the Public Works Department, was presented 2 plaques recognizing her Certificate of Achievement as a Professional Finance Officer from the Washington Finance Officers Association and her work to become a licensed CPA in Washington State. COUNTY ADMINISTRATOR’S BRIEFING: The following items were reviewed: •The Port Hadlock UGA Sewer work- shop to review the financial analysis that was scheduled for September 5 has been rescheduled to October 10. •The County received a $60,000 grant from CTED for a County lands analysis. The project will be completed this year. •Starting next year, inmates from the Olympic Correctional Facility can take a 4-month course to train to work with the noxious weed program in Clallam and Jefferson Counties. DRAFT FAQ SHEET: Al Scalf presented a draft of 96 “frequently asked questions” and answers about environmentally sensitive areas. The document was developed in response to citizen’s concerns at the Planning Commission hearing on the draft Critical Areas Ordinance (CAO) in June. The FAQ sheet will be posted on the webpage. Anyone who has questions or comments can email or contact DCD. PUBLIC COMMENT PERIOD: The following comments were made: the newspaper reported incorrectly about the affiliation of one of the County Commissioner candidates; the State requires that the County review the critical areas regulations, but the County isn’t required to change them; several people in the County don’t believe that landowners should have property rights; a suggestion was made that the County establish a Surface and Stormwater Management program to mitigate the damage from property owners on Hood Canal and require them to pay for restoration; several people commented about the FAQ sheet; it is important for the Board to realize that they have a great deal of local discretion regarding the critical areas regulations; the CAO needs to address crops that are grown in wetland areas; the FAQ sheets should be available at local post offices for people who don’t have internet access; the noise and dust from the FHM quarry in Shine continues to be a problem and the sludge being sprayed at the tree farms in the area is polluting the ground water; there is a dispute between neighbors in Port Ludlow regarding a stormwater easement and the County needs to give them time to work it out; staff takes their direction on the CAO regulations from the Board; and the current draft CAO was drafted by DCD staff using documents from the Department of Ecology and the Washington Environmental Council. CONSENT AGENDA: All the items were approved: 3 HEARING NOTICES: 1) 2007-2012 6-Year Transportation Improvement Program; Hearing re- scheduled from Monday, August 28, 2006 to Monday, September 11, 2006 at 10:05 a.m.; 2) Chimacum Watershed Agriculture, Fish, and Wildlife Protection Plan; Hearing scheduled for Tuesday, September 5, 2006 at 10:05 a.m.; and 3) Interim Ordinance No. 05-0410-06 rescinding Chapter 18.18 within Title 18 JCC and formally re- establishing the previously existing rural designations and standards for the future Irondale/Port Hadlock UGA; Hearing scheduled for Tuesday, September 5, 2006 at 10:45 a.m. 7 AGREEMENTS: 1) Clock Tower Rehabilitation Project with State Historical Society, Heritage Grant Program; 2) Upper Hoh Road Emergency Repair with State CRAB; 3) Upper Hoh Road Emergency Repair with Northwest Hydraulic Consultants, Inc.; 4) Disclosure Driver and Plate Search Data Sharing with JeffCom and State DOL; 5) EMPAG Grant to conduct a Public Officials workshop on government business operations recovery with State Military Department; Emergency Management Division; 6) Training Services for Anti-harassment and ADA/Diversity with Peninsula College; and, 7) Expanded substance abuse/mental health treatment with Madrona Institute of Washington (Also Known As Jefferson Mental Health) HEARING: After the public hearing, the Board signed a resolution to authorize the disposal of surplus cars and equipment at a public auction.
