Highlights from Monday’s Commissioner Meeting August 29, 2006
LETTER TO THE GOVERNOR: The $10
million Hood Canal Bridge Project mitigation
plan calls for temporary structures to be built
including 2 passenger only ferry terminals
and 2 twelve acre parking lots. The mitigation
requires the removal of the infrastructure after
the project is completed and the bridge is
reopened. The Board’s letter states that the
removal of the infrastructure doesn’t provide
the best benefit for the public and they are
asking the Governor to intercede and allow
the infrastructure to be left in place after the
construction is completed.
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: several
citizens and students from Quilcene were
present to request that the Board intervene to
waive the second permit fee for their football
press box; the Quilcene High School football
program runs on limited funding with very
strong support from the community; the draft
Critical Areas Ordinance (CAO) frequently
asked questions (FAQ) sheet regarding the
agricultural exemptions is not clear about how
the farmland in Chimacum Valley will be
affected by the regulations; the Board needs
to fund Animal Services at a higher level
because they are so short staffed that when
the field officers are required to go out on a
call, the volunteers have to leave the shelter;
the Sheriff’s Office is the proper department
to oversee Animal Services; the Environ-
mental Health Department is making it very
difficult for businesses to expand in the
County because of regulations on wells and
septic systems and similar businesses should
have to follow the same rules; a comment
was made that the Board has been
conducting illegal meetings on Tuesdays, the
subjects that are discussed are not listed on
the agenda even though people would be
interested, and the discussions are not
reflected in the minutes; people have a right
to free speech; drug and alcohol counseling
at Quilcene High School is being eliminated
this year and the Principal has asked that the
program be funded for at least one day a
week; the CAO Sub-committee is made up of
dedicated citizens who are making every
effort to put together an informed report on the
draft ordinance and they could use a little extra
time; and will County staff be attending the
public meeting in Sequim on the relocation of
the elk to Jefferson County?
CONSENT AGENDA: All the items were
approved:
2 RESOLUTIONS: 1) HEARING NOTICE
Proposed supplemental budget
appropriations/extensions for various County
funds; hearing scheduled for Monday,
September 11, 2006 at 10:45 a.m. in the
Commissioners’ Chamber, and 2) Naming a
private road Raptor Way, located off Chicken
Coop Road, Sequim; David and Debra
Peterson, Applicants
4 AGREEMENTS:1) Provide emergency labor
and equipment for 2 years with Bruch & Bruch
Construction, Inc.; 2) Provide audio recording
and draft meeting minutes for Conservation
Futures Citizen Oversight Committee with Gail’s
Write-for-You, Gail Bernhard; 3) Provide
services for Developmental Disabilities Parent
to Parent Program with ARC of Kitsap and
Jefferson Counties; and, 4) Provide solid waste
education with Haute Trash, Robin Worley
LETTER OF APPROVAL AND EXPEDITION:
Special Occasion Permit No. 091963 with the
Washington State Liquor Control Board
ADVISORY BOARD RESIGNATIONS:
H. Eileen Rogers from the Jefferson County
Parks and Recreation Advisory Board and the
Jefferson County Conservation Futures
Advisory Board
ADVISORY BOARD APPOINTMENT: After
interviewing Joanne Tyler, the Board appointed
her to serve a 2-year term on the Solid Waste
Advisory Committee. Her term will expire on
August 28, 2008.
PUBLIC HEARING: After taking testimony at
the public hearing on a lot owned by the County
that is located in Port Townsend, the Board
approved a resolution to declare this County
property as surplus. An auction is scheduled
for September 22.
