Highlights from Monday’s Commissioner Meeting September 18, 2006
COUNTY ADMINISTRATOR BRIEFING: The
following items were discussed:
•Jack Westerman, Assessor, explained legislation
the Assessor’s are supporting that would merge
the Open Space Timber program with the
Designated Timber program.
•Statesmen Group, Black Point, Brinnon EIS -- Al
Scalf reported that the draft EIS for the Comp
Plan amendment is not complete. On Friday the
staff met with the proponents, consultants, and the
Tribe and toured the site. They are meeting again
on the 25th and a new schedule should be back to
the County Administrator by the end of the month.
•EIS and Port Ludlow Hearing for Trendwest –
There is a hearing Friday on the Shoreline Permit
and the development agreement. The next
hearing will be a quasi-judicial hearing to be held
in October before the Commissioners for the
amendment to the Development Agreement and
the Shoreline Permit. He then handed out the
Staff Report to the Commissioners.
•Fred Hill Materials - Pit to Pier Project EIS – Greg
Ballard the lead planner for this project is leaving
the County. A new consultant and a new planner
will be hired.
•Extension of Time for the Critical Areas Ordinance
(CAO) with the WEC - Al Scalf reported that the
subcommittee of the Planning Commission is
looking at the Best Available Science and getting
up to speed on recently issued Hearings Board
orders and Best Available Science from other
counties and they need more time to review
everything. 3 to 6 months of additional time would
help.
•Petition for a Citizens Review Committee for the
Sheriff’s Office – There is nothing the County
Commissioners should or can do about this
petition because the Sheriff is an independently
elected official. This petition will be forwarded to
the Sheriff.
•An informational meeting will be scheduled with
the Board where a representative of Municipal
Research Services will make a presentation on
the Open Public Meetings Act.
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: A volunteer at the
Animal Shelter asked for the County's continued
support of the Shelter and the importance of
manpower because the Animal Shelter averages 945
phone calls, 500 visitors, 32 adoptions, and 72
licenses per month; when were the regulations on
political signs changed and what about freedom of
expression with a suggestion that the County hold
this regulation change in abeyance for this election;
The Board did not provide an answer last week
about the maximum size of a political sign when the
question was asked during this forum; a thank you
to the Board for their service; with regard to the sign
regulations, it's a citizen's first amendment right to
say what they want and what is the legitimate public
interest to regulate the size of a sign?; a larger sign
is better for safety than a small sign when a person
is driving; the Critical Areas Ordinance was drafted
in haste and leaves many questions in the minds of
County citizens and should be scrapped and a
realistic CAO prepared; and the discussion of the
Fred Hill EIS this morning was illegal because one
Commissioner made a statement about a quasi-
judicial matter and the Board was asked to refrain
from discussion of quasi-judicial matters in their
meetings.
CONSENT AGENDA: All the items were approved:
2 HEARING NOTICES: 1) 2007 Jefferson County
Budget; Hearing Scheduled for 10:05 a.m. on
Monday, October 2, 2006 in the Commissioner's
Chambers; and 2) Surface Water Management
Plan; Hearing Scheduled for 10:05 a.m. on Monday,
October 9, 2006 in the Commissioner's Chambers
3 AGREEMENTS:1) Developmental Disabilities
Biennium 2005-07; Amending Payment Amount;
Washington State Department of Social and Health
Services; 2) Grant Funding to Improve Property at
Jefferson County Fairgrounds; Washington State
Department of Agriculture; 3) Facilitation of the
Strengthening Families Program, Reducing
Underage Drinking (RuaD)/Healthy Youth Project;
Pam Rogge
PUBLIC HEARING on the Six Year
Transportation Plan: Public Works Transportation
Program Manager Bruce Laurie reported that the
County does a 6 year Transportation Improvement
Plan every year for capital projects only and this
goes from 2007 to 2012. After his review of the
projects listed, the Board approved the resolution
adopting the plan.
