HomeMy WebLinkAbout10-10-06Board’s Official Business Highlights from Monday’s Commissioner Meeting October 10, 2006 PROCLAMATION: The Board approved a proclamation designating October 14, 2006 as a day to support AIDS WALK 2006. REQUEST FOR TIMELINE EXTENSION: The Planning Commission asked to extend the timeline for the Critical Area Ordinance (CAO) Sub-Committee’s recommendation from January to April, 2007. The Board agreed to extend the timeline and write a letter to the WEC detailing the process. HEARING NOTICE: The Board made a few suggestions on the draft changes to the No Shooting Area Ordinance and approved a hearing notice setting a public hearing for October 23 at 10:15 a.m. PUBLIC COMMENT PERIOD: The following comments were made by citizens: several people thanked the Board for extending the timeline for the CAO Sub-Committee’s recommendation; there is still an issue about the overlapping processes for the CAO and the Shoreline Master Program and the CAO should be done first because all shorelines aren’t critical areas; a request to have WSAC lobby to address permitting problems that citizens are experiencing with State and Federal agencies due to a lack of communication between those agencies; Representative Buck will speak about buffers at the Olympic Water Users Assn. meeting this week; the Board had a chance to do something about the political sign issue before the lawsuit was filed and chose not to; and concerns were expressed about an ORV area proposed in Quilcene and the need to keep citizens informed. CONSENT AGENDA: The resolution to name a private road was deleted and the balance of the Consent Agenda was approved: HEARING NOTICE: Intent to change the road name of a portion of a private road from Carroll Street to Gifford Hill Drive; hearing scheduled for Monday, October 23, 2006 at 10:05 a.m. in the Commissioners Chambers 3 RESOLUTIONS: 1) Hearing notice for proposed supplemental budget appropriations extensions for various County funds; hearing scheduled for Monday, October 23, 2006 at 11:00 a.m. in the Commissioners Chambers; 2) Interfund loan from the General Fund to the Clocktower Fund; and, 3) Declaring the need for the Kitsap County Consolidated Housing Authority to function within the territory of Jefferson County 4 AGREEMENTS:1) WRIA 17 Quilcene Snow Phase 4 Watershed Implementation with State DOE; 2) Perform appraisals and prepare summary flood plain property appraisal reports with Washington Appraisal Services, Inc.; 3) Raising a Healthy Community with OESD #114; and, 4) Monitor effluent from onsite sewage treatment systems with PSAT ADVISORY BOARD RESIGNATION: John Burke representing Skookum Educational Services from the Solid Waste Advisory Committee ADVISORY BOARD APPOINTMENT: Matt Hall representing Skookum Educational Services to the Solid Waste Advisory Committee for an unexpired term expiring February 20, 2007 PUBLIC HEARING: Several people spoke in favor of the Surface Water Management Plan as a non-regulatory document. Several others expressed concerns about the costs to implement the plan and the funding source. Public comments will be accepted until Friday, October 13 at 4 p.m. PUBLIC HEARING: After taking public testimony the Board approved the Comprehensive Housing Needs Assessment and Action Plan. OLYMPIC REGION CLEAN AIR AUTHORITY UPDATE: ORCAA’s vision statement is for all individuals in its jurisdiction, especially children and the elderly, to live, work, and play in a healthful and clean environment free from harmful and destructive affects of air pollution. POLITICAL SIGNS AND FREEDOM OF SPEECH: The Board came out of Executive Session and directed the Prosecuting Attorney to allow the injunction on political signs, and the County Administrator to have DCD begin the process to amend the section on exempt signs in the UDC. The current regulations regarding the size of political signs will not be enforced.
