HomeMy WebLinkAbout10-24-06Board’s Official Business Highlights from Monday’s Commissioner Meeting October 24, 2006 COUNTY ADMINISTRATOR’S BRIEFING: The following items were discussed: •A sewer project workshop is scheduled at WSU/Extension on October 25 at 5:30 p.m. with a presentation by the project team at 6:00 p.m. •The State DOH notified the County last week that part of the Discovery Bay shellfish growing area has been reclassified from approved to restricted because of water quality. They will issue an initial order of reclassification to become effective in 35 days if there are no appeals. After the final order becomes effective, the County is required to develop a closure response plan within 60 days and form a shellfish protection district within 180 days. •There is no Commissioner’s meeting next week because it is a fifth Monday week. The County Administrator has scheduled a budget meeting with Elected Officials and Department Heads on Monday to answer questions about the budget. This is not a meeting with the Commis- sioners, although they have been invited to attend. PUBLIC COMMENT PERIOD: The following comments were made by citizens: inappro- priate comments were made to a citizen by Sheriff’s personnel at a public meeting; several people had concerns about the cost of the new Jefferson Transit facility and the limited number of riders on buses; the Commissioner’s meeting should be televised on PTTV; the Board needs to be aware of how regulations they pass will affect the public; a request that the Board consider an emergency order to allow Clallam County law enforcement personnel to qualify at the SSNW shooting range; several municipalities restrict the size of campaign signs and the County’s recently adopted regulations should apply to all temporary signs based upon location; most of the agency representatives at the Shoreline Charrette are seeking support from local jurisdictions to allow the State to establish an areawide agency for the Puget Sound Partnership; a suggestion that the Board review Island County’s draft Critical Areas Ordinance for geologic hazardous areas on their website because it is easy to understand and there is a provision for functionally isolated buffers; a lot of information that the public has heard regarding the use of Off Road Vehicle facilities is not accurate; a comment was made about the process for Executive Sessions; concerns were expressed about the make up of the Shoreline Technical Advisory Committee, if they were appointed by the Commissioners, and if they are following the open public meetings act; and funding for tourism promotion needs to be addressed at a budget workshop. CONSENT AGENDA: All of the items on the Consent Agenda were approved: RESOLUTION: Establishing a Cash Drawer for the Recreation Department HEARING NOTICE: Proposed changes in language to No Shooting Area Ordinance No. 03-0227-95; Hearing scheduled for Monday, November 6, 2006 at 10:05 a.m. in the Commissioners Chambers AGREEMENTS:1) Maintenance service for Positron CAD hardware and software equipment with Qwest; 2) Water Quality Improvement Loan from the Septic Repair Revolving Loan Fund with Smith W. and Bonnie L. Osborne; and 3) Well Delegation Program; Amendment to increase funding by including 50% of the Well Water Notification Fees collected for well decommissioning with DOE ADVISORY BOARD RESIGNATIONS: 1) John “Nik” Lauer from the Housing Authority Board, and 2) Will O’Donnell from the Conservation Futures Advisory Board HEARING: The public hearing on the intent to change the road name of a portion of a private road from Carroll Street to Gifford Hill Drive was opened and there was no public testimony. The Board approved a resolution changing the name to Gifford Hill Drive. HEARING: The public hearing on budget appropriations/extensions was opened and there was no public testimony. The Board approved the budget appropriation/extension requests for various County departments.
