HomeMy WebLinkAbout11-21-06Board’s Official Business Highlights from Monday’s Commissioner Meeting November 21, 2006 COUNTY ADMINISTRATOR’S BRIEFING: No damage was reported from the storm last week. However, repairs to the Upper Hoh Road from the November 3 storm are estimated at approximately $1 million. The road is currently closed to traffic. PUBLIC COMMENT PERIOD: The following comments were made by citizens. Concerns were expressed about the County’s appoint- ment of Outside Counsel for the Security Services Northwest lawsuit; a request was made for added road safety precautions on East Quilcene Bay Road because it is very narrow with steep cliffs and limited visibility; a member of the Critical Areas Ordinance Sub- committee sent out an email stating that Jefferson County voters want stricter regu- lations to protect the environment because I-933 was defeated and the Commissioner candidate who favors environmental concerns was elected; environmentalists could use the no-shooting areas ordinance to establish wildlife corridors throughout the County; it is not appropriate to change a draft ordinance and hand it out at a public hearing; the County should get email addresses from attendees at the no-shooting zone hearing and send the revised ordinance to them; contact people for interested organizations should be on an email list to be notified of proposed new legislation in order to get public input at the beginning of the process; the Board was asked to write a letter of support for a conservation effort proposed at Tarboo/Dabob Bay to increase the boundaries of DNR nature preserves; the Board was given a reference book; the Commissioners were away from the Courthouse during the windstorm last week and there were concerns about whether it should have been closed down because it wasn’t safe for employees; the County should have replaced the Courthouse years ago; the reason so many people are attending the No- Shooting Zone Ordinance hearings is because they feel strongly about the issue and they want their opinion heard; comments were made about the changes to the No- Shooting Zone Ordinance; and the Board may need more staff to handle public records requests. CONSENT AGENDA: All of the items on the Consent Agenda were approved. INTERIM ORDINANCE: Rescinding Chapter 18.18 within Title 18 of the Jefferson County Code and formally re-establishing the previously existing rural designations and standards for the planning area for the future Irondale and Hadlock Urban Growth Area 2 RESOLUTIONS: 1) Declaration of Emergency (Entire County), and 2) Temporary restriction of traffic on Upper Hoh Road No. 914207 and South Discovery Road No. 601508 HEARING NOTICE:1) Proposed ordinance increasing the Department of Community Development fee schedule; hearing scheduled for Monday, December 4, 2006 at 10:35 a.m. in the Commissioners’ Chamber (Replaces Notice approved on November 13, 2006) AGREEMENTS: 1) Emergency dispatching, communications and other services; JeffCom; City of Port Townsend, and Jefferson County Fire Districts #1, #2, #3, #4, #5 and #6; 2) WRIA 17 watershed implementation phase 4 Quilcene-Snow with PUD No. 1; 3) Community Service Office (CSO) Based Family Planning with State DSHS); and, 4) Commercial and Industrial Land Analysis with CTED AGREEMENT: The Board approved a contract with Michelle Maike for the DASA Reducing Underage Drinking (RuaD) Health Youth Project Grant. RECALL PETITIONS: The Deputy Prosecuting Attorney reviewed the procedure and timeline on the recall petitions for Commissioners Johnson and Sullivan. According to the statute, they made a request in writing that the County pay their legal expenses. The Board took action on the request and the Prosecuting Attorney concurred. HEARING: Approximately 210 citizens attended a public hearing on proposed revisions to the No Shooting Zone Ordinance. The majority of the oral comments were against the changes. Public comment will be accepted until 5 p.m. on December 1.
