HomeMy WebLinkAbout11-28-06Board’s Official Business Highlights from Monday’s Commissioner Meeting November 28, 2006 COUNTY ADMINISTRATOR’S BRIEFING: The following items were discussed: •The Hearing Examiner has a final hearing scheduled for November 30 on the plan revision for the Port Ludlow Resort buildout and marina expansion. •The appointment of outside counsel for the Security Services Northwest lawsuit was handled according to the statute. •The final report for the ORV study will go to the Parks & Recreation Advisory Board in January. The Consultant will present the final draft study to the Board in February. ADOPTION OF THE SURFACE WATER MANAGEMENT PLAN: A majority of the Board voted to adopt the Surface Water Management Plan and implement a Surface Water Management Program. Environmental Health will take over as lead department. PUBLIC COMMENT PERIOD: The following comments were made by citizens. There are no jobs available in the County for blue collar workers; the Board should call a meeting of all the governmental entities to discuss planned future tax increases; the dissolved oxygen issue in Hood Canal and the dead zone on the Oregon coast are due to a change in the prevailing winds and it is important to look at similar issues regarding the environment objectively and scientifically; the National Park wants to acquire more property, but first they need to take care of the property they have; before the County passes stricter ordinances, they need to review the regulations already in place; the Board is ultimately responsible for procedural mistakes and staff needs to be held account- able; and Security Services Northwest requested a formal investigation regarding the appointment of Outside Counsel in their lawsuit. CONSENT AGENDA: All of the items on the Consent Agenda were approved. HEARING NOTICE:1) CDBG Application; 2007 Public Service Grant and close out of the 2006 Public Service Grant with OlyCAP; Hearing scheduled for Monday, December 11, 2006 at 10:05 a.m. in the Commissioners’ Chambers 3 RESOLUTIONS: Naming Private Roads; Fire District #2, Applicant: 1) Maury Anderson Road; 2) Silver Marmot Drive; and, 3) Quilcrest Lane 2 AGREEMENTS: 1) Supported employment for individuals with developmental disabilities; amendment to increase funding with Washington Initiative for Supported Employment, and 2) Jury+ Jury Management System Software Maintenance with Jury Systems Incorporated LETTER OF SUPPORT: The Board signed a letter to State DNR, Commissioner of Public Lands in support of the expansion of conservation efforts in Tarboo-Dabob Bay under the DNR’s Natural Areas Program and Trust Land Transfer Program. HEARINGS; 2007 BUDGET HEARING AND AD VALORUM TAX LEVIES HEARING: After the public hearing, the Board unanimously approved the final 2007 Budget. The following documents were approved: •Letter to Assessor detailing the 2007 real and personal property levy amounts •Resolution re: Increase in the County General Fund Levy for 2007 Taxes •Resolution re: Increase in the County Road Levy for 2007 Taxes •Resolution re: Increase in the County Conservation Futures Levy for 2007 Taxes •Resolution re: Adoption of the Annual Budget Including the General Fund, Public Works, Special Funds, Jefferson County Road Construction Program and County Tax Levy CONSERVATION FUTURES PROJECTS UPDATE: The Chair of the Conservation Futures Citizen Oversight Committee reviewed the annual status reports of the projects that have received this funding. They include: Winona Wetlands, Tomanowas Rock, East Tarboo Creek, North Gateway Buffer, Quimper Wildlife Corridor, and Sunfield Farm.
