HomeMy WebLinkAbout01-09-07Board’s Official Business Highlights from Tuesday’s Commissioner Meeting January 9, 2007 PRESENTATION: Sheila Westerman received a Certificate of Appreciation for15 years of volunteer service as a member of the Jefferson County Developmental Disabilities Board. PROCLAMATION: Deputy Anthony Hernandez is the first member in the history of the Jefferson County Sheriff’s Office to be selected to attend the FBI National Academy. He graduated from the course on December 15, 2006. COUNTY ADMINISTRATOR’S BRIEFING: The following items were discussed. •Security Services Northwest has requested that the Board grant an emergency order to permit law enforcement officers on the North Olympic Peninsula to qualify at the Fort Discovery shooting range. •Preliminary environmental and geotechnical evaluations are being done on potential treatment plant sites for the Port Hadlock UGA Sewer System project in the south portion of the UGA. •A letter was delivered to the tenants at the Garden Court Apartments last week to let them know that the County is working on options to keep the apartments as low-income housing. •He and the Board reviewed the Governor’s budget proposal regarding items of interest to the counties. PUBLIC COMMENT PERIOD: The following comments were made by citizens. A request was made for a Planning Commission member to attend the Water Law Seminar this week; a request was made for an independent investigation regarding the way the County handled the Security Services Northwest case; several people stated that the Critical Areas Ordinance (CAO) Commit- tee have the same staff person attend all their meetings and that person should also write the draft ordinance; the number of people working for the County should be cut; a citizen offered to make DVDs of the CAO Committee meetings for the Board; the Board needs to listen to the people they represent; a public hearing was requested on the amendment proposed by Holland to the Port Ludlow Master Planned Resort (MPR) Code; when is the County going to adopt a noise abatement ordinance?; there is a need for more emergency services personnel in Quilcene; and concerns were expressed about the County’s process regarding the inventory of capitalized assets and the language in the resolution changing the Board’s meeting times regarding reconvening the Board’s meeting. CONSENT AGENDA: All of the items on the Consent Agenda were approved. 3 RESOLUTIONS: 1) Hearing notice for proposed supplemental budget appropri- ations/extensions for various County funds; scheduled for Monday, January 22, 2007 at 10:05 a.m. in the Commissioners’ Chambers; 2) Establishing a Public Defense Improvement Fund; and 3) Resolution and notice establish- ing a new starting time for the regular public meetings of the Jefferson County Board of Commissioners (Beginning February 5, 2007) 4 AGREEMENTS: 1) Project management of the Correction Center roof and HVAC heat pump system replacement with the State Department of General Administration; 2) Appraisal review services for Environmental Health with Appraisal Group of the Northwest; 3) Gather data from Washington State Behavioral Risk Factor Surveillance System (BRFSS) with Kitsap County Health District; and, 4) Community Litter Clean Up Program with Washington State Department of Ecology FLOOD PLAIN ACQUISITION PROJECT: This acquisition will support salmon recovery on the Dosewallips River through permanent protection of critical habitat in the “Powerlines Reach” located a mile west of Brinnon. The County is negotiating with three property owners. The property would be purchased with grant funds. PROPOSED HOLLAND AMENDMENT TO THE PORT LUDLOW MPR CODE: The Board agreed to have a public hearing on this amendment because it was revised substantially after the Planning Commission’s public hearings. The hearing is scheduled on February 5.
