HomeMy WebLinkAbout01-23-07Board’s Official Business Highlights from Monday’s Commissioner Meeting January 23, 2007 COUNTY ADMINISTRATOR’S BRIEFING: The following items were discussed. •After talking with the Civil Deputy Prosecuting Attorney and the DCD Director, the Board canceled their workshop regarding Trendwest at the Bay Club in Port Ludlow. The workshop was noticed on the agenda as a continuation of the Board’s regular meeting. However, the location is out of the County seat, which makes it a Special Meeting. •Brent Butler and Barbara Nightengale are working with the Critical Areas Ordinance (CAO) Committee and will be writing the ordinance. •A Water Team has been formed that is made up of representatives from County departments that deal with water issues. They will meet monthly. LETTER OF SUPPORT: The Board approved a letter of support to Representative Dicks and Congresswomen Cantwell and Murray regarding the County’s need for continued funding from the Secure Rural Schools Act. NORTHWEST STRAITS INITIATIVE: The Northwest Straits Commission asked the Board to send a letter of support to the State for a budget request to help fund Marine Resource Committee projects. To date, project funding has come from federal grants. PUBLIC COMMENT PERIOD: The following comments were made by citizens. Several people commented that the current No Shooting Zone Ordinance doesn’t need to be replaced; there are too many laws and regulations already; the Board needs to clarify their position regarding the Puget Sound Initiative; there were over 100 citizens at the CAO Committee meeting in Quilcene; and a comment was made about the responsibility for the burden of proof on a capital assets inventory public records request. CONSENT AGENDA: All of the items on the Consent Agenda were approved. RESOLUTION: Establishing the Prosecuting Attorney’s salary for 2007 BID CALL: Publication of County legal notices; bids accepted until 9:30 a.m. and opened and read publicly at 10:05 a.m. on Monday, 3/5/07 3 HEARING NOTICES:1) Intent to change the name of a portion of a private road from Carroll Street to Quail Run Lane; Charles Duncan, Proponent; Hearing scheduled for Monday, 2/12/07 at 10:05 a.m.; 2) CDBG Application Close Out; Regional Microenterprise Development Grant; Olympic Microloan Fund administered by Cascadia Revolving Fund; Hearing scheduled for Monday, 2/5/07 at 11:00 a.m.; and, 3) Revised Hearing Notice for proposed Jefferson County Code amendment; (JCC 17.10 MPR Code) MLA06-185; Michael Holland Proposal; Hearing re-scheduled from 2/5/07 to Monday, 2/12/07 at 10:45 a.m. PAYMENT OF VOUCHERS/WARRANTS: Dated December 27, 2006 totaling $623,295.67 PAYMENT OF JEFFERSON COUNTY PAYROLL WARRANTS: Dated January 5, 2007 totaling $644,934.99 and January 19, 2007 totaling $111,461.88 and A/P Warrants done by Payroll dated December 30 and 31, 2006 totaling $682,448.32 3 AGREEMENTS: 1) 2007 Hotel-Motel Funding with Port Hadlock Chamber of Commerce; 2) Perform water quality monitoring activities for Chimacum Creek Clean Water Project with the Conservation District, and; 3) WA State Homeland Security Grant Funding administered by Kitsap County; amending statement of work, period of performance and allocation 2 ADVISORY BOARD RESIGNATIONS: 1) Michael Cavett from the Ferry Advisory Committee, and 2) Jan Hintermayr from the Gardiner Community Center Board of Directors ADVISORY BOARD APPOINTMENT: Linda Hanel to the Gardiner Community Center Board of Directors; Term Expires 2/2/2010 HEARING: After the public hearing, the Board approved the budget extension for the Public Defender Fund overseen by the County Administrator. TAMANOWAS ROCK PLAN: In 2005, the Land Trust made application to the Conservation Futures Fund for acquisition of a conservation easement in Phase 1 of the Tamanowas Rock Project. A site plan was required. The Board approved the Tamanowas Rock Sanctuary Site Management Plan prepared by the Jamestown S’Klallam Tribe. ADVISORY BOARD APPOINTMENT: The Board appointed Chris Llewelyn to the Conservation Futures Citizen Oversight Committee. Her term will expire on January 22, 2011.
