Highlights from Monday’s Commissioner Meeting February 6, 2007
PUBLIC COMMENT PERIOD: The following
comments were made by citizens. A request
was made that the Board write a letter of
support for SB 5248 to codify the exemption for
agricultural lands; several members of the
Critical Areas Ordinance (CAO) Committee
asked that a consultant or attorney be hired to
draft the CAO to assure that it is completed by
the deadline; some CAO Committee members
want to withdraw and write their own minority
report; the Attorney General’s updated
memorandum on “unconstitutional takings of
property” is currently being printed which will
help the CAO Committee; organizations such
as the Puget Sound Partnership and the Puget
Sound Regional Transportation Commission
are taking legislative power away from local
jurisdictions; Port Townsend Paper Company is
in Chapter 11and a study should be done
concerning the County’s economy if the mill
closes; Security Services Northwest is an asset
to the County and the training they provide to
Special Forces will be necessary if other
countries in the Middle East go to war;
comments were made regarding the County’s
investigation into the Deputy Prosecutor’s
statement to a citizen on January 22; and it
should be the County’s responsibility to provide
the burden of proof on a capital assets inventory
public records request.
LETTER OF SUPPORT: The Board approved
and signed a letter to the House Finance
Committee regarding the need to preserve the
integrity of the State 911 Excise Tax Fund and
the appropriation of E911 funds for the SIEC
Radio Project.
CONSENT AGENDA: The resolution re-
establishing the cash drawers and petty cash
accounts in various departments was deleted
and the balance of the items on the Consent
Agenda were approved.
4 RESOLUTIONS: 1) Agreeing to pay any
punitive damages that might be awarded
against certain employees employed by the
Jefferson County Sheriff; 2) Naming a private
road Turnagain Lane; Don Marshall, Petitioner;
3) Renaming the Health and Human Services
Department and associated funds Jefferson
County Public Health; and, 4) Authorizing the
Prosecuting Attorney’s Office to seek entry of
orders that would reduce warrants of abatement to
special assessment status as permitted by RCW
36.32.120(10)
CALL FOR BIDS: Paradise Bay Road Illumination
Project No. CR1148; Bids accepted until 10:00
a.m., Monday, February 26, 2007 and opened and
read publicly at 10:15 a.m. in the Commissioners
Chambers
8 AGREEMENTS: 1) Oral Health Care with
Cynthia Newman; 2 through 4) 2007 Community
Services Grant Funding with Gardiner Community
Center Board, Port Townsend Senior Association
and Jefferson County Fair Association; 5) Basic
design services for Correction Center re-roof and
HVAC replacement with State Department of
General Administration; 6) CDB Grant Regional
Microenterprise Grant, Olympic Microloan Fund
with State CTED; 7) Medicaid Administrative
Match with State DSHS; and, 8) School Nurse
Corps Program with Olympic Educational Service
District 114

REQUEST FOR FULL RECONVEYANCE: Water
Quality Improvement Loan Agreement Paid in
Full by Kelly D. Smith
PAYMENT OF VOUCHERS/WARRANTS: Dated
December 28, 2006 totaling $439,729.70 and
December 29, 2006 totaling $6,620.58 and
January 23, 2007 totaling $383,673.03
RECOMMENDATION: Approve standard road
vacation request; westerly half of the alley in Block
154, Irondale Division No. 6; Michael Regan,
Petitioner
LETTERS OF SUPPORT: 1) Funding the
Washington Wildlife and Recreation Program in
2007 to Senator Jim Hargrove, Representatives
Lynn Kessler and Kevin Van De Wege; and, 2)
State funding for Northwest Straits Initiative to
Dave Upthegrove, Select Committee on Puget
Sound
ADVISORY BOARD RESIGNATION: Sheila
Westerman from the Jefferson County
Developmental Disabilities Advisory Board
CDBG CLOSEOUT HEARING: There wasn’t any
public testimony at the closeout hearing for the
Microenterprise Grant for the Olympic Microloan
Fund. The County Administrator signed the
closeout document.
