Highlights from Monday’s Commissioner Meeting February 27, 2007
PUBLIC COMMENT PERIOD: The following
comments were made by citizens. Several
people commented that the Board needs to set
the tone for their meetings in the Chambers; the
Auditor’s Office is investigating a complaint
about a citizen who did not vote legally; several
people stated that the Critical Areas Ordinance
(CAO) Committee represents citizens living in
rural Jefferson County whose lives will be
effected by the ordinance; a petition was
submitted with 427 signatures from citizens in
favor of an Off Highway Vehicle (OHV) facility;
the Commissioners need to be careful about
what they say in the newspaper; the County
needs an aggressive enforcement policy
regarding junk vehicles; junk vehicles are worth
money for scrap metal; property owners who
have done voluntary conservation on their land
will become defiant if stricter regulations are
adopted; the Commissioners should
development a guiding principal of public
relations; Port Townsend’s composting
business is hurting local composting
businesses; where will Port Townsend Paper
Company’s water allotment go if it closes
down?; concerns were expressed about the
methods used for growing crops for ethanol and
biodiesel; there is a lack of communication
between the Director of Community
Development and staff and the CAO
Committee; landowners should be
compensated for “property rights takings”; a
comment was made about how the public
comment period is conducted; and people need
a place to go to ride OHVs and a park would
bring revenue into the County.
CONSENT AGENDA: All of the items on the
Consent Agenda were approved.
RESOLUTION: Urging Congress to amend
necessary Federal statutes to allow Federal
financial participation in payment of medical
costs for incarcerated individuals
AGREEMENTS: 1) Alternative Response
System and Early Intervention Program with
DSHS; 2) Therapeutic services for children age
birth to three years with Port Townsend School
District, and, 3) Junk car and abandoned junk
vehicles with DOE
CALL FOR BIDS: Pavement marking on
various County roadways; Bids accepted at
County Commissioners Office until 10:00 a.m.,
Monday, March 19, 2007 and opened and read
publicly shortly thereafter in the Commissioners
Chambers
PAYMENT OF VOUCHERS/WARRANTS: Dated
February 20, 2007 totaling $600,412.76
PAYMENT OF PAYROLL WARRANTS: Dated
Dated February 20, 2007 totaling $111,339.88
LETTER OF APPROVAL: Special Occasion
Permit for Port Townsend Marine Science Society
to State Liquor Control Board
PROCLAMATION: The Board approved a
proclamation designating March 2007 as
Women’s History Month.
ADVISORY BOARD APPOINTMENTS: The
Board appointed Tim Snider, Tom Thiersch, and
Peter Bonyun to the Ferry Advisory Committee.
Staff will send a letter to the City and County
Public Works and Planning Departments soliciting
a 5 member on the Board per the statute. th
APPOINTMENT: Mark Johnsen, Attorney at Law
was appointed to serve as Special Deputy
Prosecuting Attorney representing and defending
the County in a lawsuit filed by SSNW.
BUDGET HEARING: After taking comments from
citizens, the Board approved the proposed
supplemental budget extensions for projects
carried over from 2006.
PW PROJECT BID OPENING: A bid was
received from Olympic Electric for $79,265 for the
Paradise Bay Road Illumination Project. Public
Works Staff will review the bid and give a
recommendation for bid award.
SURPLUS PROPERTY HEARING: After taking
comments from citizens, the Board approved the
findings and determination to declare certain
personal property as surplus and authorize
disposal.
CERTIFICATION: The Commissioners certified
that the 2006 County Equipment Inventory is
complete. It will be filed with the County Auditor.
OHV STUDY: Approximately 100 interested
citizens were present at the Quilcene Community
Center when the Board took action not to pursue
an Off Highway Vehicle facility in south County.
